- The Agency for Healthcare Research and Quality (AHRQ), Child Health and Quality, through the Program Support Center, Division of Acquisitions Managements, intends to award a 12 month sole source contract using simplified acquisition procedures to the Pediatric Association, 6728 Old McLean Village Drive, McLean, VA 22101. The purpose of this contract is to provide support for the APA young investigator award annual program for 2009. The proposed contractor shall review proposals and select recipients/projects. Each selected recipient will conduct research, present findings at an annual meeting of the Academic Pediatric Association, and seek publication. The foci of projects should be research designed to improve the safety and quality, efficiency and effectiveness of healthcare in general pediatrics. AHRQ will work with APA leadership and program staff to develop the invitation letter to fellowship programs so that it accurately reflects these foci. In addition, AHRQ decides during the review process which applications meet the criteria and can be funded with these funds. The contractor shall be responsible for but not limited to the following tasks: Work with AHRQ to provide input on appropriate language, the contractor develops/disseminates a call for proposals” for the 2009 Young Investigator’s Awards Program to over 2000 people within 30 days of contract award. The contractor shall compile and assemble proposals and provide a complete package to AHRQ within 30 days prior to review. The contractor and AHRQ will review/rate/rank proposals and select relevant and rigorous projects responsive to goals of overall improvement and effectiveness of child clinical preventive services, and make awards with AHRQ approval and with contract funds within 90 days after contract is awarded. The contractor submits a report summarizing awards made during the period of award, including names, degrees, institutions, titles of projects, and abstracts. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
