Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), through the Program Support Center, Division of Acquisitions Managements, intends to award a 12 month sole source contract using simplified acquisition procedures to the Chippewa Cree of Rocky Boy Reservation, RR1, Box 544, Box Elder, MT 59521. This program will be implemented through a collaborative partnership with this Tribe participating in the U.S. Department of Health and Human Services, Indian Country Methamphetamine Initiative in partnership with Substance Abuse and Mental Health Services Administration. The proposed project will evaluate outcomes through a qualitative and quantitative evaluation design. While traditional evaluation designs have almost exclusively emphasized collection and analysis of quantitative data, a number of evaluation researchers have elected to employ non-traditional mixed method designs based on their ability to provide a richer, but complimentary characterization of the overall program effect and impact. The project Evaluation will: Collect outcome data on American Indian/Alaska Natives tested for HIV/AIDS; Collect outcome data on HIV/AIDS and substance abuse and mental health outreach, education, and prevention activities for American Indian/Alaska Natives; and Collect public awareness information distributed to reduce the stigma associated with HIV/AIDS through culturally appropriate educational materials distributed and disseminated, outreach strategies implemented in traditional and non-traditional venues, and implementation of culturally appropriate media messaging. As part of the project, Tribes will develop and foster a close working relationship with their local Indian Health Service provider so Tribes can refer and encourage HIV/AIDS testing of individuals. The Tribes will evaluate the effectiveness of the following: Strategies for encouraging HIV/AIDS testing; and Increase or decrease of HIV/AIDS testing. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
