- The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a 12 month sole source contract using simplified acquisition procedures to the National Association of Drug Court Professionals, 4900 Seminary Road, Suite 320, Alexandria, VA 22311. The drug court field is expanding dramatically to the point that there are over 2,000 treatment drug courts in the U.S. As a result of the drug court model being utilized to meet the needs of various populations, we are now seeing an increase in servicing the needs of Veterans. SAMHSA/CSAT has funded many of the drug court models over the years. SAMHSA/CSAT has been the primary sponsor for the Annual Drug Court Training Conference conducted by the National Association of Drug Court Professionals (NADCP). As a result of the rapid interest in Veteran Drug Courts, SAMHSA/CSAT and the NADCP/National Drug Court Institute (NDCI) will partner this year to develop a Veterans Academy Court Network. The purpose of this purchase order is further SAMHSA/CSATs program goal of providing training and information to current and potential treatment drug courts in order to improve their clinical interventions and to improve their overall effectiveness. This purchase order provides funding for NADCP/NDCI from SAMHSA/CSAT to develop an application process and pick 4 Veteran Academy Drug Courts and utilize them as learning sites for other courts interested in developing a Veteran Drug Treatment Court Program. This purchase order allows supporting logistical assistance, including travel expenses for NADCP/NDCI staff and courts interested in learning about Veterans Courts to visit an operational Veteran Drug Treatment Court. SAMHSA/CSAT will jointly develop the application and assist in the selection of the Veteran Academy Drug Courts. NADCP is the contractor for this purchase order. Initial meeting The Contractor will meet with CSAT – assigned Project Officer within one week from the effective date of the award to discuss the specific tasks to be accomplished and set deadlines and deliverables related to each task. Develop Application for Veteran Academy Courts Contractor will submit proposed application to Project Officer within three weeks from the effective date of the award. Develop the Academy Court Guidance Manual Contractor will provide an outline of the manual to Project Officer within 2 months after award. NDCI staff will work on this manual with the staff of the Veteran Academy Court Network to ensure this document is useful and accurate. Identify and Select Application Peer Reviewers Contractor will identify drug court practitioners from their consultant pool to serve as Peer Reviewers for the Application Process. This will do in collaboration with Project Officer. Select and Announce the Veteran Academy Courts Contractor will notify those programs that they have been selected. NDCI in collaboration with CSAT will determine the best way to announce these courts and market this information to the field. NDCI/NADCP Staff schedule visits to the Veteran Academy Courts Contractor staff will schedule visits to the Veteran Academy Courts to review the courts and answer any questions they have about the Academy Court Network. Market the Availability of Assistance to Local Courts to Visit Veteran Academy Courts Contractor will send an “email blast” to drug court field to market the application and announce the funds availability to cover the cost of site visits to the Veteran Academy Courts. Schedule Site Visits to the Veteran Academy Court Network Contractor will coordinate all visits to the Veteran Academy Courts. This will include maintaining records of those visits and providing a monthly report to CSAT on the number of visits per court. Submit Draft and Final Report to Government Project Officer Contractor shall submit a draft report of no more than 15 pages by June 1, 2010 to the Project Officer who shall review and either approve or request revisions by June 30, 2010. The Contractor shall submit a final report (based on any feedback from GPO) by no later than June 30, 2010 The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
