Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The project entails construction of two islands in Siskiyou County, California to provide nesting habitat for Caspian terns. The islands are located approximately 40 miles south of Klamath Falls, OR off Klamath Falls Main Highway. One island is located at Tule Lake National Wildlife Refuge (NWR) and the other at Lower Klamath NWR. Both NWRs are operated by the U.S. Department of Fish and Wildlife. a. The 2.0 acre Tule Lake Sump 1B Island will be located in T46N, R4E, S12, NW1/4 (Sump 1B) and is a managed wetland. Dikes and water control structures are used to manage water levels in the unit. Prior to construction, the Tule Lake Unit will be drawn down in order to complete construction in the dry. b. The 1.0 acre OREMS 1 Unit Island will be located in T48N, R3E, S33, NW1/4 and is also a managed wetland. The unit has is dry. The target elevation shall be met using soils scraped from the lakebed surrounding the perimeter of the island.
