Description
Dining Facilities & Food Service Management PWS 2009 The resulting contract from the solicitation will be a frim fixed priced contract with a 12-month base and four 12-month options. The RFP will be issued under the Randolph-Shepard Act and the State Licensing Authority of Alabama. The intention of this requirement is to obtain contracted Dining Facility and Food Service Management to support DHS/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) and its facilities located in Anniston, Alabama. These services will require supervision on a 24-hour, 7 day-a-week basis. The Contractor shall provide all support services as identified in the performance work statement (PWS). The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives shown in this work statement. The primary functions to be performed are all functions associated with the dining facilities and food service management for the CDP. The contractor shall provide the required project management, administrative services, scheduling and all other activities required providing the services described herein. In performing these functions the contractor shall provide all parts, labor, supervision and administration, tools, equipment, vehicles, vehicle and equipment fuels, vehicle and equipment maintenance required, unless specifically identified as Government furnished. BACKGROUND. CDP is a federal entity (a component of the Department of Homeland Security). On March 1, 2003 CDP transitioned from Department of Justice (DOJ) to the Department of Homeland Security (DHS). CDP was subsequently included in the new DHS Preparedness Directorate. Enactment of the Post-Katrina Emergency Management Reform Act (PKEMRA) on April 1, 2007 resulted in the realignment of most of the DHS Preparedness Directorate functions to FEMA. FEMA established the National Preparedness Directorate (NPD) and aligned many of the former DHS Preparedness Directorate functions into the NPD, to include the CDP. CDP is a national training facility located in Anniston, Alabama that prepares state and local emergency response personnel to respond to terrorists attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for firefighters, law enforcement personnel, emergency medical technicians, E-911 operators, and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. During FY-08 CDP trained a total of 114,540 students including 14,171 resident students, 60,625 non-resident and 39,744 indirect students. CDP occupies the following six major facilities of the former Fort McClellan, AL 1) CDP Main Complex; Multi-Level Administrative Building, Building 61 2) CDP Training Complex (500 Area), 3) CDP Responder Lodging Complex (900 Area), [Buildings: 17 - Dining and 251 - Lounge] 4) CDP Noble Training Facility (NTF), Building 490 5) Maintenance Building, Building 40 and, 6) Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF).
