Description
The United States Property and Fiscal Office for Rhode Island (USPFO-RI) desires to purchase a Bank Cascade Fill System. This system will be a mobile self-contained breathing air (SCBA) refill system, capable of field refilling up to thirty (30) each 88-cubic feet sixty minute 4500 psi. SCBA cylinders and give the user the ability to perform on site maintenance to self-contained air systems. The system shall give the user the ability to perform a CBRNE mission in the field with no compressor and be a completely closed-loop system to avoid any possible contamination of the breathing air. There is a necessity for additional storage space to include approximately 2000 lbs. of required mission specific organic equipment that will be used in conjunction with the cascade system. The necessary storage dimension on the interior rear area of the system is 11 x 6. System shall itself then be refilled from a stationary high pressure breathing air compressor, which is not included in these specifications describing the mobile unit. This system shall be comprised of the following major components, all assembled in a professional manner and ready for use when delivered: enclosed highway-rated trailer, cascade/storage cylinder bank, pneumatically operated air pressure booster, Class 2 containment style fill station (must be NFPA compliant- no exceptions accepted), and a 35-foot refill hose. The Government intends to evaluate quotes and award a contract without discussions with Offerors. The solicitation number is W912LD-09-T-0081 and is issued as a Request for Quote (RFQ). It will be made available on or about July 10, 2009 and will be posted to our web site at http://www.ripfo.ngb.army.mil/EBS/ADVERTISEDSOLICITATIONS.asp. The NAICS code is 423850. This acquisition will be a 100% small business set aside. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Potential offerors are responsible for downloading their own copy of the solicitation (RFQ) and amendments (if any) and monitoring this site to ensure they have the most up-to-date information concerning this acquisition. The closing date for responses is July 15, 2009. Award will be made to the Contractor whose quote, responsive and conforming to the Request for Quote(RFQ), is determined to be the best value to the government. The best value is the most advantageous offer, price and other factors considered, and consistent with the Government's state importance of evaluation criteria. This may result in an award being made to a higher rated, higher priced Contractor where the Contracting Officer determines that the other factors of the higher-priced Contractor outweigh the cost difference. To arrive at a best value decision, the Contractor Officer will integrate the evaluation of Past Performance and Price; with Past Performance and Price of equal importance.
