- Recovery Act - Solicitation No. VA 245-09-RP-0181. The Department of Veteran Affairs is seeking a construction contractor to replace a sprinkler system at VA Medical Center, Research Building, 50 Irving Street, NW, Washington, DC. Project No. 688-09-020. Competition for this procurement is an 8(a) set-aside. The contractor shall provide the labor, materials, equipment and supplies to replace the Research Building's sprinkler system. The replacement system shall conform to VA guidelines. Completion time is 160 calendar days after the receipt of the notice to proceed. The estimated cost range for this project is between $200,000.00 to $500,000.00. The firm must be a general construction firm approved under NAICS Code 236220 and the size standard is $31. Million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the District of Columbia. Offers will be accepted only from responsible contractors. General proposals will be evaluated and award will be made on the basis of both cost and technical considerations most advantageous to the government as per FAR Part 15. In descending order of importance, evaluations will be based on cost, construction management, past performance, and schedule. Technical Evaluation Criteria for this solicitation shall be included in the solicitation. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov (to access export controlled solicitation, vendor must have an MNPN in CCR, a DUNS number and must be registered in FedBisOpps. A site visit (pre-proposal conference) is scheduled for July 16, 2009 @ 10am. Report to VA Medical Center, Facilities Management Service, 50 Irving Street, NW, #BH-132, Washington, DC 20422. Solicitation documents will be available on or about July 16, 2009. Approximate proposal due date is August 10, 2009. Award of a fix-firm price construction contract is anticipated to be approximately August 14, 2009. There will be no public opening. The proposal will be evaluated and award shall be made utilizing the best value method under FAR Part 15.
