- Attached are the Statement of Objectives and the clauses for solicitation # HAHQDC-09-Q-00318. The Department of Homeland Security (DHS), Under Secretary for Mangement, Chief Procurement Officer (CPO), Office of Procurement Operations (OPO) requires management consulting services for the development and implementation of the DHS Telework Program. (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) The solicitation number for this requirement is HSHQDC-09-Q-00318 and is being issued as a Request for Quotes. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. (iv) This procurement is set-aside for small business concerns. The North American Industry Classification System (NAICS) code is 541611 - Administrative Management and General Management Consulting Services which has a size standard of $7 million. The Department of Homeland Security, Office of Procurement Operations intends to award a fixed price purchase order. (v) The contract line item number (CLIN) for this requirement are as follows: CLIN 001 Base Period - Tele-work support Services August 1, 2009- January 31, 2010 1001 Option Period 1- Tele-work support Services February 1, 2010-April 30, 2010 1002 Option Period 2- Tele-work support Services May 1, 2010-July 31, 2010 CLIN 001, Option CLIN 1001, and Option CLIN 1002 are firm-fixed price. See attachment -Statement of Objectives/Clauses (vi) FAR 52.212-1 Instructions to Offerors - Commercial Items (June 2008) is incorporated into this solicitation. Offerors may obtain the full text version of this provision electronically at http://www.arnet.gov/far. Offerors must submit the following information with each referenced experience as part of their proposals: • Project Title • Project or Contract/Order Number • Project Period of Performance (i.e., start and end dates) • Name of federal, state, or local agency or name of private entity for which the project was performed • Name of Customer Organization and Point of Contact (name, title, address, telephone number, and email address) • Description of Project, including estimated dollar value and duration of project • Brief narrative of why your firm believes this reference is relevant to the proposed requirement • Key Personnel involved if the individuals are proposed to support the BPA The Government will evaluate the information submitted for active or complete “relevant/recent” contracts/task orders and subcontracts (including Federal, State, local government and commercial) directly related to the tasks to which the Offeror is proposing. Recent is defined as within the last three (3) years from the release date of the RFQ. Relevant is defined as work similar in complexity and magnitude to the scope of work identified in the SOO. This evaluation will focus on the size, scope and complexity of the efforts, and the degree of relevance to the proposed tasks. If applicable, the evaluation will also address the extent to which the quote includes teaming agreements duly executed by the parties of the Offeror’s team for a period of not less than three (3) years. The Government is particularly interested in the involvement/experiences of those Key personnel that will be used by your firm in providing solutions for future orders. Past Performance Factor The past performance evaluation will examine the extent to which the Offeror’s past performance demonstrates their capability and capacity to deliver high quality service and solutions for the tasks within the SOO. In conducting the past performance assessment, the Government may use data obtained from other sources as well as that which is provided in the proposal. The past performance evaluation will examine the Offeror’s performance on the efforts submitted. This evaluation will focus on the size, scope and complexity of the efforts, the degree of relevance to the SOO, the extent to which performance measures and service level metrics were applied to specific program objectives, and the actual results achieved against those measures. While not required, those Offerors able to identify service level metrics and performance measures may be evaluated favorably. Three references with the following contact information are required: name of reference, organization, job title, email address, and telephone number. Lack of relevant past performance will result in assignment of a neutral past performance rating indicating neither a favorable nor unfavorable evaluation ranking. Technical proposals shall describe the approach at meeting the statement of objectives. The contractor shall include a resume of a Senior Consultant designated as key personnel. Offerors shall submit: 1. Résumé(s) of Senior Consultant(s) that have a minimum of 5 years experience in the following: (1) Having direct experience developing Telework polices, guidelines and training, implementing and managing programs in the Federal Government. (2) Developing Telework policies, guidelines and training, implementing and managing one-day/week and multi-days/week telework pilots for employees and managers. (3) Developing Telework policies, guidelines and training, implementing and managing one-day/week and multi-days/week telework programs as well as "hoteling*" programs for employees and managers. (4) Developing user requirements and the selection of computer equipment and collaboration tools (e.g. IM, video-conferencing, desktop sharing and VoIP). (5) Developing a multi-module on-campus telework training lab (e.g.)setting up computer equipment, learning to use collaboration tools and working remotely) designed to allow teleworkers to experience working in a telework environment before transitioning to their alternate worksite. (6) Developing user requirements and designing databases for tying together on-line Telework orientations, electronic Telework applications, scheduling of training, deployment of equipment, and annual reporting to OPM. (7) Developing surveys and focus sessions for identifying strengths and weaknesses of telework program. *hoteling - working from remote worksite a majority of time with shared workspace on-campus 2. Business Proposal Offerors shall submit the following: -Firm-fixed price for CLIN 0001 -Verification of CCR registration (go to http://www.ccr.gov for more information) -Verification of ORCA registration (go to https://orca.bpn.gov/ for more information) -Fill in and submit HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates (located in Attachment A) -Acknowledge consideration of E-Verify in performing the purchase order. See http://www.dhs.gov/e-verify. Technical Proposals shall not exceed 20 pages. (vii) FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) (viii) The Government will award a purchase order to the responsible offeror whose offer conforming to the solicitation will be most adventageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Experience Past Perfomance (a) The technical factors are listed in desending order of importance. Experience is more important than past performance. When combined, the technical factors are signifigantly more important than price; however as proposals become more technically equal, price could become a determining factor. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) Written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall reslult in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless written notice of withdrawl is recieved before award. (End of Provision) (x) FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (June 2009) is to be submitted with your offers. (xi) FAR 52.212-4 Contract Terms and Conditions - Commercial Items (March 2009) applies to this acquisition. (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (Jun 2008). (xiii) There are no additional contract requirements or terms and conditions for this solicitation. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable for this solicitation. (xv) There are no numbered notes for this solicitation. (xvi) Questions are due no later than Thursday, July 16, 2009 at 12:00 p.m. EST.
