Both busses begin at the same location: Riis Landing. Riis Landing is an area of Riis Park/Beach in the Jamaica Bay Unit of Gateway NRA, Queens, New York. The bus routes will shuttle visitors to high visitor use activity areas of the Jamaica Bay Unit - in Queens and Brooklyn New York, respectively. Buses will transport visitors from 10:00 a.m. to 6:00 p.m. (8 Hours) on Saturdays and Sundays from July 25 through September 6, 2009 plus Monday, Sept. 7, 2009, [7 weekends / 15 Days]. The staging area and four (4) shuttle stops for the Route A Bus Shuttle loop is about 10 miles round trip (R/T) with an R/T travel time of 105 minutes for each loop. There are a total of four (4) loops per day. The first shuttle begins at Riis Landing at 10:00 A.M. and departs for the Riis Park Boardwalk at 10:15 A.M. The last shuttle departs Jamaica Bay Wildlife Refuge - Visitor Center at 5:15 P.M. & returns to Riis Landing by 6:00 P. M. The staging area and four (4) shuttle stops for the Route B Bus Shuttle loop is about 3.5 miles round trip (R/T with an R/T travel time of 45 minutes for each loop. There are a total of six (6) loops per day. The first shuttle begins at Riis Landing at 10:00 A.M. and departs for Floyd Bennett Field (FBF) at 10:15 A. M. The last shuttle departs the FBF Model Plane / Raptor Point area at 5:15 P. M. and returns to Riis Landing by 5:30 P. M. Specifically, the weekend shuttle bus service will operate as described below. Route A Shuttle: (Jamaica Bay Units in Queens, New York)(Riis Park, Riis Landing, Riis Beach Boardwalk, Jamaica Bay Wildlife Refuge) Bus Shuttle A Staging Area: Riis Landing Parking Lot: Drive from Riis Landing to Riis Park - Beach Boardwalk (Distance = 1 mile) Shuttle Stop #01: Boardwalk @ Bay 9 Concessionaire Area (Distance = 1 mile)Shuttle Stop #02: Boardwalk @ Bay 5 - Riis Park Bathhouse (Distance = 1.1 miles)Shuttle Stop #03: 116th Street Train Depot (Distance: 3 miles) [Broad Channel Subway Station; "A" train on Noel Road (right turn off Cross Bay Blvd. to end of road] Shuttle Stop #04: Jamaica Bay Wildlife Refuge - Visitor Center (Distance = 5 miles)Return to Riis Landing Parking Lot (Distance = 5 miles). Note: 116th Street Train Depot (Broad Channel Subway Station - the "A" train on Noel Road (right turn off of Cross Bay to end of road) in route to Jamaica Bay Wildlife Refuge (JBWR) Visitor Center. JBWR is located in Queens on Cross Bay Boulevard, north of the Joseph A Adabbo Bridge connecting Broad Channel & Howard Beach, New York. Route B Shuttle: (Jamaica Bay Units in Brooklyn, New York)(Floyd Bennett Field, Ryan Center, Hangar B, Archery, Model Cars/ Model Planes)) Bus Shuttle B Staging Area: Riis Landing Parking Lot: Drive from Riis Landing to Floyd Bennett Field (Distance = 1.25 miles)Shuttle Stop #01: Model Car Track, Floyd Bennett Drive (Distance = 1.25 miles)Shuttle Stop #02: Archery Range, Floyd Bennett Drive (Distance = 1.5 miles)Shuttle Stop #03: Ryan Center, Aviator Center, Hangar Row (Distance = 2.5 miles) Shuttle Stop #04: Hangar B Exhibit, Hangar Row Historic District (Distance = 3 miles)Shuttle Stop #05: Model Airplane Field / Raptor Point (Distance = 3.5 miles)Return to Riis Landing Parking lot (Distance = 2.5 miles). Bus Shuttle Duration, Days & Hours of Operation: Duration of Service: July 25-Sept 6, 2009, plus Monday, Sept. 7, 2009 = 7 weekends/15 DaysDays of Service: Saturdays and Sundays (plus Monday, Sept. 7, 2009)Time of Service: 10:00 a. m - 6:00 p. m. (8 Hours) (8 Hours) The park will adjust dates and times of operation per implementation date of the contract and times of departure as circumstances require. Type of Bus Shuttle Desired: Two 24 passenger, handicapped (wheel-chair accessible) equipped, bus shuttle vehicles with operator for each vehicle. Project Location: Buses will depart as described above in Route A Shuttle Description and Route B Shuttle Description. Scheduling: Bus shuttles shall commence operation from Riis Landing at 10:00 a.m. with the last bus departing Jamaica Bay Wildlife Center at 5:15 p.m. and the last bus departing from Floyd Bennett Field at 5:15 p.m. Shuttle stop points may be adjusted to accommodate visitor use requests or area use trends within the park. Cancellations: Given the favorable weather conditions expected during the proposed pilot period and location of the route, cancellation of the service is unexpected. Bus Schedule: The Government will provide a tentative schedule that will be finalized and mutually agreed upon prior to the first day of service. The date of termination of service each season shall be determined by the government and communicated to the contractor. The Contractor shall furnish all resources required to provide the services in accordance with the requirements established in this Scope of Work. C.2VEHICLESThe contractor shall provide all vehicles/coaches needed to perform this service.Number of Buses: The Government requires two buses each Saturday and Sunday (plus, Monday, Sept. 7, 2009) during the contract period. At a minimum the vehicles must meet the following specifications:"Buses shall be enclosed. "Buses must have windows, heat and air conditioning. Such heating and air-conditioning systems shall maintain the passenger compartment at temperatures between 65 degrees F and 85 degrees F. "Buses must meet all applicable New York Vehicle Code, Interstate Commerce Commission, and New York Public Utilities Commission requirements. "Each bus shall have a capacity for twenty-four passengers and be handicapped accessible. "Two-way programmable radios or cellular phones must be equipped in each bus for communications to the contractor's dispatch and other buses. "Handicap Accessibility (Wheelchair): Each bus must be handicap accessible. "Bicycle racks shall be installed on the bus capable of transporting a minimum of two bicycles "Operators: Bus Operators shall possess valid commercial operator's licenses in the State of New York. "Safety Compliance: All buses and bus drivers must meet pertinent safety requirements as identified in Section H. "All vehicles utilized in service shall be clean and have an acceptable appearance. "Any vehicle that the NPS determines is not sufficiently clean or has an unsuitable appearance shall not be replaced with a safety and suitable vehicle. Emissions by the vehicles is a major concern of the NPS. All units must be maintained in a clean burning state so that emissions are minimized and so park visitors and residents are not subjected to exhaust fumes during idling or moving stages. Diesel buses must be turned off if idled for more than 5 minutes. Adaptive measures will be required if problems are noted. Buses must meet current state and federal emission standards and be tested regularly. C.3VEHICLE MAINTENANCE REQUIREMENTSIt is the responsibility of the Contractor to maintain all equipment in a clean and safe operating condition. The Contractor shall provide a maintenance facility, maintenance personnel and institute a vehicle maintenance program. C.4PERSONNEL REQUIREMENTS AND TRAININGA.Lost and Found - Lost articles found shall be delivered to District Ranger, Rita Mullally (or her designate) at the Riis Park Bathhouse Ranger Station. Riis Park (Bay 5 on the Riis Park Boardwalk). C.5PASSENGER COMPLAINTSPassenger and other complaints on service operation are an adverse reflection on both the Contractor and NPS. It is in the best interest of both parties under this Contract to minimize complaints against transportation services. A.Definition of Complaint - A complaint is defined as any written or verbal communication provided to any bus operator, NPS management personnel, NPS visitor information center or customer service personnel or Contractor supervisors or management personnel that adversely reflects on the NPS operation of services, as provided by the Contractor, or which relates any incident involving a Contractor's bus(es) and/or operator(s), where any individual has lodged a complaint about the operation of such services. B.Investigation and Response - Every complaint, concern, suggestion, or commendation concerning personnel and service provided by the Contractor and received by NPS or received directly by the Contractor, must be provided to the Contracting Officer, or the authorized Representative (COR), within 24 hours of receipt and thoroughly investigated with appropriate corrective action taken within seventy-two (72) hours of receipt by the Contractor. More serious complaints, or those involving safety issues, may require the immediate action of the Contractor. Within seventy-two (72) hours of the Contractor's receipt of the complaint, the Contractor must respond as to the disposition of the complaint to the NPS, including any action taken to prevent re-occurrence of the complaint, or substantially similar complaint, in the future. More serious complaints may require more expeditious handling, including an immediate telephone response from the Contractor directly to NPS's Superintendent's Office on the disposition of a specific complaint in addition to notifying the NPS COTR. The Contractor will also forward to the NPS COR any and all complaints, concerns, suggestions, and commendations that are received directly by the Contractor personnel concerning the service that they provide within forty-eight (48) hours of receipt of said complaint, concern, suggestion, or commendation. C.The Contractor will be provided with standard Jamaica Bay Unit or Gateway National Recreation Area comment forms. Visitors which offer verbal comments to Contractor personnel shall be provided a comment form to be completed by the visitor and returned to: Office of the Superintendent, Jamaica Bay Unit, Floyd Bennett Field, Building #069, Brooklyn, New York 11234. C.6REPORTING REQUIREMENTSThe Contractor shall maintain a reporting system-capable of producing all of the following reports: A.Monthly Service Provision Reporting: This report will be submitted monthly with the Contractor's invoice. This reporting will incorporate total number of actual days of service provided for the invoiced month in accordance with the contract and amendments. The provision of service reports shall be verified by the Contracting Officer before a monthly invoice may be submitted. B.Emergency/Special Reports. The Contractor shall be required to immediately notify the NPS regarding any and all disruptions in the provision of service, including, but not limited to, vehicle breakdowns, detours, accidents, delays, environmental hazards and missed runs. C.Accident Reports. The Contractor's operator shall notify the NPS immediately of any accident (regardless of how minor) or incident. This notification shall be followed by two copies of a written accident or incident report within 72 hours to the Contracting Officer, or the authorized Representative. This includes accidents on NPS property and anytime the vehicle is transporting visitors. D.Other Reports. Other reports may be required as need dictates. Requirements, as they arise, shall be passed on to the Contractor by the CO. Some of these reports shall include, but are not limited to, the following: Add/Drop list of all Contractor employees; employee training records/motor vehicle records; Drug and Alcohol Policy and compliance statement upon request; etc. The Government reserves the right, without additional cost, to change, modify, delete, or add report requirements for compliance by the Contractor, as may be required for Government administrative purposes. C.7NPS FURNISHED PROPERTY/SERVICESNone. C.8PERFORMANCE STANDARDS AND PAYMENTS FOR SERVICES A.One (1) invoice must be submitted after completion of performance.
