This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13.1, as supplemented with additional information included in this notice. This solicitation is being issued under Solicitation Number RFQ-DC-09-09-00167 and includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-33. This is not a pre-solicitation notice, but, a combined synopsis/solicitation requesting technical quotations. DescriptionThe contractor shall perform the work on a Fixed Price basis. The work shall be performed in accordance with FAR PART 13.1. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Atmospherics Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch, has a requirement for a contractor to participate in a pilot Home Performance with ENERGY STAR (HPwES) program in Northern Virginia. This requirement is to accredit (verify) that home performance contractors, participating in the pilot HPwES program, meet the program eligibility requirements and follow standard operating procedures (SOPs) for evaluating home energy efficiency and completing home energy efficiency improvements. Additionally, this requirement is to provide guidance to home performance contractors on how to establish Quality Management Systems (QMS) to record and track home performance and business metrics for each job. This guidance may include, but is not limited to, explaining the requirements and protocols to home performance contractors in writing and presentations. This requirement is also to provide protocols for electronic data transfer so that home performance contractors can easily submit information on their work for review and evaluation by the contractor. The Government intends to award this effort as a Fixed Price contract with (1) 1-year base period, and (2)1-year option period. Technical Quotations are due thirty (30) days after the release date. The combined solicitation/ Quotation will also be synopsized on the US EPA Office of Acquisition Management (OAM) website (http://www.epa.gov/oamhpod1/admin_placement/0900167/index.htm) It is the offeror's responsibility to monitor the Internet website for the release of the solicitation and amendments, if any. Interested offerors will be responsible for downloading a copy of the solicitation and amendments, if any. Hard copies will not be provided. Evaluation CriteriaThe Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government; cost and/or other factors considered. Evaluation factors and significant sub-factors to determine quality of services may include: a) relevant experience;b) approach to SOW Task; c) past performance and d) personnel qualification Proposal will be evaluated on the above factors. The contractor shall submit a Firm Fixed-Price Technical Quotation (Please see attachment LOE Spreadsheet) The Government will utilize the "overall best value method" in selecting the contractor offering the best technical approach and solution for the award of this contract. Applicable Clauses FAR Clause 52.215-5, Contract Terms and Conditions Required Implement Statues of Executive Order-Commercial items, applies.
