Description
Project will provide for the new construction of an Armed Forces Reserve Center consisting of a Training Center (approximately 121,578 SF), an Organizational Maintenance Shop (OMS) (approximately 12,578 SF), an Unheated Storage Building (approximately 3,639 SF), Organizational and POV parking lots and all necessary supporting utilities. The project will provide a 600-member Training Center with administrative, educational, assembly, library learning center, vault, weapons simulator and physical fitness areas for Army Reserve and Georgia Army National Guard units. The OMS will provide work bays and maintenance administrative support space. The project will also provide adequate parking space for all military and privately-owned vehicles. The solicitation will contain options for the following: OMAR Funded Equipment Items (funded at the time of construction award), and OMAR Bona Fide Need (to be awarded within six months of BOD). This is an UNRESTRICTED procurement. The estimated cost range for this project is $25M to $50M. NAICS code is 236220. Size standard is $33.5M. Contract duration is approximately 548 days. The proposals will be evaluated using a 2 Step - Lowest Price Technically Acceptable (LPTA) Source Selection Process. This process requires potential offerors to submit their performance and capability information initially for review and consideration by the Government. Step 1 evaluation factors include Experience and Past Performance. Following the review, evaluation and rating of the Step 1 proposals, all technically acceptable Step 1 offerors will receive the technical requirements package (full plans and specifications) and shall provide a cost proposal for consideration by the Government. The cost proposals received in Step 2 will be reviewed by the Government for the lowest price. The Step 1 Solicitation approximate issue date is 27 July 2009, and approximate closing date is 26 August 2009, at 2:00 P.M. EST (Louisville time). Documents will be available by download only through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Registration is required in order to download. Any amendments will be available from the FedBizOpps website by download only. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.307(b), this project requires the HUBZone 10% price evaluation preference. This announcement serves as the advance notice for this project.
