Description
VISN 9 MidSouth Healthcare Network is soliciting using full and open market competition for commercial items procurement procedures to provide Taxi Service for VAMC Lexington, KY. Service will be required for a base year with four one-year pre-priced options for renewal. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Offerors shall state firm-fixed prices. Technical Offerors shall furnish Statements of technical competence fully describing vehicles and driver qualifications. Past Performance Offerors shall submit three (3) past performance references to facilitate past performance evaluation. Technical and past performances, when combined, are Approximately Equal to Cost or Price. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offers may provide discounts. Awards may be awarded with or without discussions. The NAICS code is 485310. All other requirements will be included in the solicitation, which shall be posted on the FEDBIZOPPS website for downloading. Paper copies of the solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted. The solicitation will be available for download at no cost at www.fedbizopps.gov. We anticipate the solicitation to be issued on or about July 20, 2009 however this date may change and we invite all interested parties to check frequently for a possible change to this date.
