- This is a solicitation notice for the following statement of work (see attached for full solicitation). This will be a firm fixed price contract for tree surveying services in Islip, New York. There are approximately 68,000 trees to be inspected. These inspections must be completed within one year from date of contract award. There are enough Government personnel to accompany up to two teams of seven (8) workers each (sixteen (16) total). This number excludes the Foreman. Approximately 70% of these trees are on properties with many trees grouped closely together. We refer to these groups of trees as "stands". These stand properties are in both the Level 1 Quarantine area and the Level 2 Quarantine area. The list of properties with stands will be provided by Asian Longhorned Beetle (ALB) personnel. On these type of properties, the contract climbers will be responsible for inspecting all host trees - climbing all climbable host trees and visually inspecting the remaining non-climbable trees with binoculars, when appropriate. The contract climbers will be responsible for recording these inspections on the survey forms provided by ALB staff. The contract climbers will provide the survey forms capturing individual tree records as well as a summary of trees by Genus to ALB staff at the end of each working day. ALB staff will establish a presence during the inspections of these properties, as deemed appropriate. The remaining 30% of the trees are scattered throughout residential areas, on private properties in the Level 2 Quarantine area. On these types of properties, the contract climbers will typically be responsible for inspecting only the climbable trees. ALB personnel will accompany the contract climbers to these properties and inspect the non-climbable trees. In the rare event that ALB program staff cannot accompany the contractor (e.g., unanticipated emergency with no replacement personnel) it may be necessary for the contract climbers to inspect all trees on a residential property and collect all pertinent data. In general, work shall proceed on a block-by-block basis, working in teams led by ALB Program tree climbers and inspectors inspecting ALB host species for evidence of infestation. The survey (inspection of trees) shall include trees located along streets, boulevards, backyards, parklands, railroads, industrial parks, cemeteries, etc. The majority of the climbing survey shall include trees in dense, heavily wooded lots and properties. The bucket truck inspections shall include trees deemed by the ALB staff or contractor staff with the concurrence of ALB climbers, inspectors to be unsafe to climb due to various reasons such as power lines and poor tree health. The contractor shall inspect all host trees in the designated areas searching for ALB damage and active infestations.
