Description
The Environmental Protection Agency (EPA) intends to issue a Request for Proposal (RFP) for Roof Repair and Weather Proofing for the Human Studies Facility of the Environmental Protection Agency located at their Human Studies Facility at 104 Mason Farm Road, University of North Carolina, Chapel Hill, NC 27599-7315. The contractor shall provide manpower, tools, equipment and materials to: 1) Remove existing EPDM roof system from the Second Floor and Penthouse level, 2) install a new EPDM roofing system on those areas; 3) repair existing EPDM roofing system and install a new, energy-efficient with [minimum of] an 86% aged reflectivity white coat in accordance to industry practices and product manufacturer?s recommendations on various other roof areas not replaced; 4) weatherproof selected vertical exterior openings per building orientation; 5) install approximately 700 linear feet of roof traffic pads or walking wearing-surface pathways compatible to the new roofing system or coating to provide protective walkway over the new roofing system as recommended by product manufacturer and approved by Owner. The estimated magnitude of this requirement is expected to be between $100.000.00 and $250,000.00 and work is expected to take between 45 and 60 days to complete. The award of a fixed price contract is anticipated. The resulting contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 36 (Construction Contracts), FAR Part 15 (Contracting by Negotiation) and FAR Part 28 (Bonds and Insurance) and a bid guarantee will be required with proposal. Offerors will be asked to submit technical and cost proposals for the contract, as well as relevant past performance information. The RFP will be issued as a HUBZone set aside. The North American Industry Classification System (NAICS) number is 238160, Roofing Contractors, with a size standard of $14 million. For this solicitation, all factors, other than cost or price, when combined will be more important than cost or price. The anticipated issuance date of the RFP is approximately July 23, 2009. Proposals will be due approximately 30 days after the RFP issuance date. All responsible HUBZone businesses may submit a proposal which shall be considered. No further synopsis will be issued. A pre proposal conference/site visit will be held approximately ten to fifteen days after the issuance of the RFP. The details of the pre proposal conference/site visit will be listed in the RFP. The solicitation, amendments and plans associated with this RFP will be available at http://www.epa.gov/oam/rtp_cmd. It will be the offeror's responsibility to frequently check the same site where the solicitation is posted for any amendments. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov.
