Description
The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to Applied Biosystems Corporation, 850 Lincoln Centre Drive, Foster City, CA 94404. Applied Biosystems Corporation is the only known manufacturer that can provide the required equipment that is specific to the Big Dye Terminator v3.1 (5000 Reactions). There is no other vendor that can provide this specialized equipment, which is proprietary to Applied Biosystems. The equipment must be purchased from the manufacturer. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c) (1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business. The equipment must be BRAND NAME. The proposed contract action is for commercial items which the Government intends to solicit and negotiate with only one source under authority of FAR subpart 27.4. Interested persons may identify their interest and capability to respond to the requirement. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors - Commercials Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation - Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24). OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, WITH YOUR QUOTE. The best way to complete this certification is to download the FAR Clauses (Volume II) at: http://www.arnet.gov/far, print out the clause 52.212-3, Offeror Representation and Certification, and fill in the appropriate blanks. Quotes will be due July 17, 2009, by 11:00 AM EST at the Centers for Disease Control and Prevention; Acquisition and Assistance Branch B; Attn: Tamera Murphy, 2920 Brandywine Road, Atlanta, GA 30341 or via email to tdm1@cdc.gov. All responsible sources that can meet the above requirements may submit a quote, which will be considered by the Agency. All vendors need to be registered in the Central Contracting Registry (CCR) prior to award of a Federal contract. The preferred method for completing registration is via the World Wide Web at http://www.ccr.gov. A handbook and other information are available at the website, including information on how to obtain a DUNS number, which is required to begin the registration process.
