- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Purchase Order using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following item: CLIN 0001 1 each HMMV Upgrade #1207 Fabrication and installation of an Electrical Power Distribution and HVAC System for a HHM Shelter. The electrical distribution system and installation is a proprietary design already in use in the Edgewood Chemical Biological Center (ECBC) Environmental Monitoring Laboratory (EML). The system will provide critical redundancy of ECBC capabilities. Quetron systems, Inc. is the designer and sole proprietor of the systems already in use by the ECBC EML. The Government intends to award a Firm-Fixed Price sole source contract to Quetron Services, Inc., 1613 Robin Circle, Forest Hill, MD 21050. The associated North America Industry Classification System (NAICS) Code is 423690 and the Business Size Standard is 500. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Time, Wednesday, July 15, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
