- Statement of Work - Engineering Services in Support of USCG FRC-B Loads Prediction Validation Attachment 2: Contract Terms and Conditions Required to Implement Statutes Executive Orders Attachment 1: 52.212-3 - Offeror Representations and Certifications Solicitation Package: HSCG40-09-Q-611006 The U.S. Coast Guard Engineering Logistics Center has a requirement for Engineering Services to conduct model tests required to validate VERES-LES and WASIM-2DBEM predictions for hydrodynamic loading and hydro-elastic response of the FRC-B cutters. It is anticipated that a non-competitive sole source contract shall be awarded as a result of this announcement to Marintek. Det Norske Veritas (DNV) who has also developed loads prediction techniques for predicting impact loading on high speed naval vessels including the WASIM and 2DBEM computer programs. All model tests must be in accordance with the attached Statement of Work. It is the Government’s belief that only Marintek/DNV possesses the capability to provide the required engineering services. No information was submitted by other qualified candidates in response to the sources sought announcement posted on 07/02/09 in FedBizOpps. Therefore, we have concluded that Marintek/DNV, the original equipment manufacturer (OEM) may submit a proposal, which if timely received, shall be considered by this agency. Solicitation HSCG40-09-Q-611006, and all related specifications are attached to this announcement. Direct all inquiries regarding this acquisition to the contracting officials listed herein.
