Description
The Middle Rio Grande Endangered Species Collaborative Program (Program) through the Bureau of Reclamation has an upcoming requirement for method development, data collection, and hypotheses testing related to nutrient availability and periphyton response to river drying in the Middle Rio Grande River. Seasonal channel drying in river reaches within the current range of the Rio Grande silvery minnow (minnow) has unknown effects on primary productivity when flow resumes, and the Program is interested in how minnow food resources or periphyton are re-established within a re-wetted river channel. Evaluation criteria for award consideration, listed in descending order of importance, will include technical capability with emphasis on personnel qualifications, past performance on similar or comparable projects, and price. Technical capability and past performance when combined are significantly more important than cost or price. Request for Proposal No. 09-SP-40-8309 using procedures prescribed by FAR Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation will be posted on or by July 20, 2009. Thereafter, the full solicitation package may be accessed via link to this synopsis at www.fedbizopps.gov, or directly at http://ideas.nbc.gov. This solicitation is unrestricted. NAICS is 541690. PSC is F103. Prospective offerors must be registered, and must maintain an active registration, in the Central Contractor Registration database found at http://www.ccr.gov.
