- The Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to American Water Works Association (AWWA), 1300 Eye Street, NW, Suite 701W, Washington, DC 20005 for the following work to be performed: • Conduct detailed interview(s) to determine what actions have been taken, the underlying reasons for these actions, what appears to be working, and how water utilities might measure the effectiveness of adaptive management approaches; • Identify adaptive management strategies to most effectively respond to decreased water availability; competing demand for water resources among agricultural, municipal, industrial, and ecological uses; salt water intrusion of coastal aquifers, changes in water quality; the emergence of alternate water supply paradigms (e.g., indirect potable water reuse, grey water, desalination); and other climate change-related water challenges; • Evaluate adaptive management strategies to reduce public health impacts (e.g., ensuring potable water availability, monitoring and surveillance for waterborne disease incidence in populations, development of national standards for water reuse, grey water use, desalination, and other alternative modalities) • Outreach to the water utility community through webcasts, workshops and other training mechanisms. SPECIFIC TASKS TO BE PERFORMED: 1. Characterize the range of climate change impacts that will affect water utility management decisions in the coming decades; 2. Conduct detailed case studies of water utilities that are already addressing climate change impacts in their operations and planning; 3. Produce model templates for other utilities to use and adapt to their site specific needs to adapt to climate change impacts; 4. Connect water utilities with local (and state) public health departments in our workshops and outreach to foster relationship-building and collaboration around water, climate change, and public health issues; and 5. Recommend future research and programmatic needs to assist water utilities with planning for and creating adaptive management strategies to respond to climate change impact. CDC believes that this requirement can best be provided by only one provider. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other sources will satisfy the Agency's requirements. No solicitation is being issued. This notice of intent is not a request for competitive quotes/proposals, however, all responsible sources may submit a capability statement which, if received by the response date, shall be considered by the Agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
