- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91WAW-09-R-0010. This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Hoffman Building II, on behalf of U.S. Audit Agency, intends to procure database management services using a HUB Zone certified small business set-aside, small business set-aside, or under full and open procedures. If at least two responsible HUB Zone certified small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by (Friday, July 17, 2009 at 12:00 P.M. EST, the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a HUB Zone, or small business concern in NAICS code 541511 with a size standard of $ 25 million are encouraged to submit their capability packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed ten (10) pages) and must be submitted electronically. Small Businesses are to outline their experiences in maintaining and enhancing information management, knowledge management, and document management systems that support and facilitate audit and process management. The capability packages must include the answers to the following questions. In addition, the following questions must be answered and elaborated on as part of the package: Given the complexity of designing and developing these systems, outline demonstrated and documented expertise your company possess in: 1) Custom application development using industry-standard Software Lifecycle Development Methodologies. 2) Use of Oracle Designer to develop and maintain both Logical Model and Physical Database Implementation of an Oracle Database to support a custom application. 3) Designing and developing customized web-based screens and modules running in an Apache/Tomcat over IIS environment. Include ability to seamlessly integrate modules with external applications to include, but is not limited to, Microsoft Office Productivity Suite and/or Microsoft SharePoint Server. 4) Improving application development approach, methods, and processes in order to reduce future development costs, testing, and maintenance costs. Given the restrictions placed on Army applications, servers, and databases, outline demonstrated and documented expertise your company possesses with: 5) Oracle Database, focusing in the following areas: Ability to: Impact and conduct Oracle RDBMS upgrade; Identify and execute Database backup and recovery plan that meets agency and Army requirements; Identify, analyze, and resolve performance issues in support of a custom web-based application. 6) Maintenance and enhancement of production web-based application, demonstrated by tracking and resolution of application changes, configuration management of application software units, and ability to meet strict application availability requirements. Areas or tasks where a contractor does not have prior experience should be annotated as such. To assist us in maintaining a list of interested HubZone certified small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to Debra J. Parker at Debra.J.Parker@us.army.mil. A Labor Hour contract is anticipated. The anticipated period of performance will be with a base plus four (4) Option Years. The place of performance is 3101 Park Center Drive, Room 1321, Alexandria, Virginia 22302-1596. Contractor personnel will not require a current secret or top secret clearance. A written Request for Proposal (RFP) will be posted on or about Wednesday, 28-July-09. The RFP must be retrieved from the Federal Business Opportunity website. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted via email to the POC identified below.
