COLUMBIAN WAY SEATTLE WASHINGTON 98108IN REPLY REFER TO: VAPSHCS PO Not available ORIGINATOR Kurt Strand JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Contracting Officer, VA Puget Sound Health Care System Seattle, hereby approve the use of other than full and open competition for the proposed contractual action pursuant to the authority of 10 U.S.C. 2304 (c)(1) JUSTIFICATION 1.Agencies and Contracting Activity. Department of the Veterans Affairs Puget Sound Health Care System, Seattle. 2.Nature/Description of Action(s). The proposed action is a sole source action to be awarded as a commercial contract to Applied Biosystems. 850 Lincoln Centre Drive, Foster City, CA. The total estimated cost is $4302.48 3.Description of Supplies/Services. Service of 7000 Sequence Detection system, Serial number: 270002380 4.Identification of Statutory Authority. 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. 5.Demonstration of Contractor's Unique Qualifications. The contractor has been providing warranty and service contract work previously. The contractor is the manufacturer of this particular machine, and is the only known qualified organization to service this particular equipment. 6.Federal Business Opportunities Announcement/Potential Sources. This acquisition was not synopsized on the Federal Business Opportunities (FEBIZOPS) website. The estimated value is under the threshold for synopsis. 7.Determination of Fair and Reasonable Cost. Based on the price information currently available, the contracting officer has adequate information to ensure that the cost to the government for this acquisition will be fair and reasonable. Historical comparison of.previous buy through vendor has been established. 8: Description of Market Survey. The requiring office performed market research prior to this need and could not locate any vendor capable of servicing the 7000 Sequence Detection System. 9.Any Other Supporting Facts. None 10.Listing of Interested Sources. Applied Biosystems 11.Actions Taken to Remove Barriers to Competition The requiring office will continually seek suitable competition through market research to fmd alternative service providers. Prior to the service needs. 12.Contracting Officer Certification I certify that this justification is accurate and complete to the best of my knowledge and belief.
