- NASA intends to award a sole-source contract extension to the INDUS Corporationpursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard SpaceFlight Centers (GSFC) Information Technology and Communications Directorate (ITCD). This procurement is to extend Contract NNG09FE80C for an additional period not to exceed9 months, comprised of a base extension of 5 months and options totaling 4 months and toincrease the IDIQ maximum ordering value.The Final RFP for the follow-on to the BASE contract was previously released and allproposals have been received. This extension is necessary to allow additional time forthe evaluation of proposals and award of the follow-on contract. This extension willallow for a continuation of current service orders issued, for modifications to existingservice orders, and for new work until the BASE competitive follow-on contract is inplace. The contract extension and increase to the IDIQ maximum ordering value arenecessary in order to ensure program continuity and critical mission support and to avoidsignificant technical impacts to the BASE program.The current Contractor provides the following mission critical services to GSFCs ITCD:program management services; computer operations services; business infrastructuresupport services; application development, deployment, enhancement, and continuoussupport for business information systems; and sustaining engineering support. INDUS Corporation, as the current incumbent, has the combined training, experience, andexpertise to provide uninterrupted continuation of mission critical support. Due to thetime and substantial duplication of costs involved in procuring and phasing in anothercontractor, INDUS is considered the only contractor that can meet GSFCs needs given theshort period of performance for the extension.Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 4:30 PM local time on July 28, 2009.Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. The Government intends to acquire a commercial item using FAR Part 12.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
