- Combined Solicitation RFQ-AG-05H7-S-09-0015 Posted Date: July 10, 2009 Response/Closing Date: July 29, 2009 Set-Aside: Total Small Business NAICS: 115310 Department of Agriculture, Forest Service, R-6 Eastern Washington Acquisition Group, Okanogan-Wenatchee National Forest, 24 West Chewuch Road, Winthrop, Washington 98862. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ AG-05H7-S-09-0015 is being issued as a Request for Quotations (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This solicitation is 100 percent Small Business Set-Aside. The North American Industrial Classification System (NAICS) for this acquisition is 115310 and the small business size standard is not to exceed 6.5 million. This RFQ is for the Contractor to provide all equipment, labor, supervision, transportation, and incidentals to remove and re-stage all existing Lake Chelan debris log booms, ecology blocks, and floats from Big Creek, Little Big Creek, and Deep Harbor Creek to Lucerne Landing. Contractor is required to dispose of all non-usable tuffy booms. Contractor shall also remove and re-stage all ecology blocks and floats from Moore Point to Lucerne Landing. Equipment needed to complete job includes a barge, cutting torches, boom truck, and a dump or flatbed truck, or trailer. Technical specifications are as follows: 1) remove and re-stage 194 tuffy log booms (approximately 1,940 lineal feet) for re-staging at Lucerne Landing. This would require removal by cutting off one welded nut, banding tuffy booms into units of 6-7 logs per bundle, and trucking the tuffy booms 1/8 mile to the re-staging site at Lucerne Landing; (2) remove and re-stage all 500 pound ecology blocks and floats and re-stage at Lucerne Landing. It is estimated that the reachable ecology blocks will not exceed 9 ecology blocks; and (3) disposal of approximately 15-25 unusable tuffy booms and nine 20 to 30 foot unusable pine logs. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental and included in the payment of items shown. Federal Acquisition Regulations (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: Past Performance, fabrication and delivery timelines, and price. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition: 52.219-6 Notice of Total Small Business Set-Aside (JUNE 2003), 52.222-19 Child Labor-Cooperation with Authorities and Remedies (FEB 2009), 52.222-26 Equal Opportunity (MAR 2007), 52.225-1 Buy American Act—Supplies (FEB 2009), 52.222-36 Affirmative Action for Workers with Disabilities (JUN 1998), 52.225-3 (Alt 1) Buy American Act-Free Trade Agreements-Israeli Trade Act (AUG 2007), 52.232.33 Payment by Electronic Funds Transfer-Central Contractor Registration (OCT 2003), and 52.204-7, Central Contractor Registration (JUL 2006) is applicable.
