Description
The USDA Forest Service, Boise National Forest, intends to acquire by contract the restoration of Rice Creek Road. The project consists of clearing, cofferdam construction, culvert excavation and backfill, placing riprap, providing the associated soil erosion and pollution control, embankment and roadway construction, borrow excavation, aggregate surfacing, waste material disposal, providing and installing construction warning (traffic control) signs, applying seed mix and mulch, and cleanup. The project site can be reached by taking Highway 55 from Boise, Idaho to the junction Forest Highway 22. Take Forest Highway 22 (Warm Lake Highway) east to the junction of National Forest System Road (NSFR) 474 (near Warm Lake). Take NSFR 474 south approximately 2 miles to intersection with NFSR #409. The project begins on NFSR #474 to NFSR #478 approximately 5.62 miles. Project continues on NFSR # 478 for 2.81 miles to the project termini. From Boise, the total distance is approximately 105 miles on pavement and 2 miles on gravel roads. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about July 28, 2009. The period of performance for this project will be 365 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about September 15, 2009. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
