Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region has a requirement for turbine overhauls that require new seal rings, ranging in size from 140" to 188" in diameter. The new seal rings will be installed on 130 megawatt (178,000 horsepower) hydroelectric Francis type turbines and will have running clearances no greater than 0.045" radial between the rotating and stationary seal rings. Past seal ring replacements utilized nickel-aluminum bronze paired against austenitic stainless steels such as CF8/304L. Wear rates observed using these materials were excessive, primarily on the aluminum bronze rings. Nitronic 60 stainless, with excellent mechanical properties, is now being used in place of the aluminum bronze to extend the life of the turbine seal rings and improving the long-term efficiency of the turbines. All Offerors must demonstrate experience in the fabrication of original equipment manufacturer (OEM) seal rings either by centrifugal casting or ring roll forging with an outer dimension (OD) of 165.500". Submittals after contract award shall include, but are not limited to, the following: (1) A Detailed Schedule Plan. (2) Recommended procedure and facility details.(3) Test reports of the metallurgical properties. (4) Quality control documents. (5) Technical design fabrication process. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 331513 Steel Foundries (except Investment), size standard of 500 employees. Capability statements are to be submitted not later than July 23, 2009. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type ( 8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm as the (OEM) completed stationary seal rings either by centrifugal casting or ring roll forging. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed. Experience shall include a minimum of three projects fabricating to OEM drawing of OD (outer dimension) 165.5" stationary seal rings.
