Description
Description of Work- This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a request for proposals Service acquisition that has been tailored to fit the Government’s method of trading goods for services. The purpose of the proposed of the Ponderosa project is to reduce trees, brush, and surface fuel using a variety of treatments including thinning, pruning, mastication, piling and burning, biomass removal, and broadcast burning. The action is needed to move the area toward desired conditions for the urban wildland interface identified in the Sequoia National Forest Land and Resource Management Plan as amended by the Sierra Nevada Forest Plan Amendment. This action also is a needed for ecosystem restoration. This restoration is restoring the role of fire in the ecosystem, an important goal for the Giant Sequoia National Monument. Ecosystem restoration is one of the reasons for which the proclamation establishing the monument says trees can be removed from within the monument area. This project treats approximately 1,079 acres. Small trees less than 12 inches in diameter and brush will be thinned on about 730 acres. Surface fuel less than 8 inches in diameter will be treated by piling. The piles could be burned, masticated, or removed as biomass. Approximately 210 acres of planted trees will be thinned. Approximately 139 acres will be under-burned. Some cutting of small trees and brush and pruning may be done along the perimeter if needed to construct hand line. Project Location: The project area is approximately 15 air miles east of Springville, California. The legal description of the project is Township 21 south, Range 31 east, Sections 7, 8, 9, 15, 16, 20, 21, and 22. Pre-Bid Conference or Tours A Pre-bid tour is scheduled for July 28, at 10:00 am.
