Description
This is an OPEN-MARKET combined synopsis/solicitation for BRAND NAME OR EQUAL commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. The solicitation number is SP4703-09-R-0009-1; this solicitation is a request for proposal (RFP), unless otherwise indicated herein. North American Industrial Classification System (NAICS) code 334220 with a small business size standard of 750 employees. This combined synopsis/solicitation is a competitive unrestricted action and only qualified offerors may submit proposals. The contract type is a firm fixed price as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Defense Supply Center Richmond, Virgnia requests proposals from qualified sousrces capable of providing the following: BRAND NAME OR EQUAL. CLIN 0001 Voice Recorder for DSCR Emergency Services, Motorola MCC7500 System (BRAND NAME OR EQUAL) in accordance with Specifications to purchase and install a voice recorder dated March 13, 2009 and revised May 13, 2009. 1 Each $____________________________________ Contractor shall provide all tools, equipment, materials and labor necessary to perform work at Defense Supply Center Richmond (DSCR), 8000 Jefferson Davis Hwy., Richmond, Virginia 23297.. Existing work requirements will include but are not necessarily limited to: • Install voice recorder to support DSCR Emergency Services, Bldg 201. • At a minimum, recorder must be able to record the following: • Phone System (Nortel Meridian 1 81C PBX with 3900 series instruments and analog capabilities): • Current phone lines 91113131 (two additional rollover lines) Ext 4888 Ext 4889 DoDHMIS 1(800)851-8061 (two additional roll over lines) • The proposed logging recorder subsystem must be able to record 911 emergency phone conversations at the Dispatcher's locations in building 201. The phones are M3904 series Nortel Networks Meridian I proprietary instruments. The phone system has analog capabilities and allows multiple appearances of specific telephone extensions. DSCR can provide either a 2500 analog line (POTS Line )for monitoring or allow an interface to the dispatcher'S digital telephone (M3904). The system must be able to monitor and record up to 12 analog lines simultaneously or interface up to 5 M3904 telephone instruments. • P25 Trunked Radio System (Motorola ARC4000): • At a minimum, recorder must be able to record the following radio voice channels: Fire Dispatch Fire-l Police Dispatch Police-Announcement Group Traffic Incident Command • Information associated with the recorded call mus~ be displayed, such as: • Identification of the radio talk group or channel and/or phone extension. • Identification of the user making the call. • System must have message recall capability at one designated workstation. • This workstation will be used to access and view the recorder logs. Workstation to be provided as part of any proposal. • If proposed system is IP based, the two recorder components must be able to connect to each other one of two ways: • If the components (recorder and logging station) are co-located in the same room they can be hard-wired to each other via a cable. • If the two components (recorder and logging station) are in separate buildings they must connect over copper or fiber (provided by DSCR) via IP address. IP addresses will not reside on any DSCR LAN or sub-LAN. DSCR will provide two separate, totally isolated, IP addresses. The minimumn requirement shall consist of the following equipment: • S2500 Multiprotocol Wan Router 2ES 2EA • S2500 Analog Conv To IP if Kit 2EA • MCC 7500 Astro 25 Standard Capacity 1 EA • MCC 7500 Archiving Interface S 1 EA • AES Algorithm 1 EA • AC line cord, North American 1 EA • Symantec Anti Virus 10.1.5 Corp Ed 4EA • MCC7500 30 CalilP Recorder 1 EA • IP Logging Recorder For Use on 1 EA • Vista Playback Workstation w/17" L 2EA • System Integration • 1 Year Enhanced Warranty • 1 Year Post Warranty All contractor employees assigned to this project, must process valid photo identification and pass a government background check, prior to being granted access to DSCR. Conractor shall be responsible for daily cleanup of all trash and debris. All trash and debris shall be disposed of properly, off DSCR. Work hours shall be from 0700-1730 hours weekdays. Other hours must be requested in writing and approved in advance. Requests shall be made 5 days prior to proposed alternate working hours The required completion date shall be no later than 30 days after the effective date of the notice to proceed. Contractor shall accomplish all work in accordance with Facilities Engineers Specifications and recommended manufacturers installation instructions and performed in a good workmanship like manner. Contractor is encouraged to visit job site to verify all dimensions and site conditions and invite subcontractors during initial site visit. All OSHA, Safety, and DSCR Center regulations shall be abided. No photographs shall taken without prior written approval from the DSCR Public Affairs Office. The provisions at FAR 52.212-1, Instructions to Offerors – Commercial Items (JUNE 2008), applies to this solicitation. The provisions at FAR 52.212-2, Evaluation –Commercial Items, applies to this solicitation with the following insertion in para (a) “lowest priced technically acceptable quote with acceptable past performance.” Technical evaluation will be whether quoted items satisfy all required salient characteristics contained in CLIN 0001. Technical specifications for quoted items MUST accompany the offeror’s proposal submission in order to be considered. Technical Capability shall be evaluated based on the information provided in the proposal. The contractor shall provide their Standard Commercial Warranty and shall include information of the length of warranty, effective date, specific terms and conditions and warranty service provider with the company name and telephone number. Past Performance will be evaluated to determine the overall quality of the products and services, provided by the contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources. Contractors shall provide a list of three (3) references to whom the same or similar products have been sold. The list of references shall include the name of the reference contact person; the contract number, the amount of the contract and the address, telephone number, fax number, email address of the Contracting Officer, and the date of delivery or the date of services were completed. The following FAR provisions and clauses are applicable to this procurement: The provisions at FAR 52.212-1, Instructions to Offerors Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.247-34, F.O.B. Destination; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this solicitation. Specifically, the following clauses are applicable to this solicitation: 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-33. The clause at DFAR 252.207-7004, Required Central Contractor Registration applies to this solicitation. The contractor must be registered on the Central Contractor Registration (CCR) under NACIS Code 334220 before an award can be made to them. If a contractor is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov/. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All responsible sources may submit a proposal, which shall be considered by the Agency. The contractor shall include a statement “The Terms and Conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”, or list any exception(s) and rationale for the exception(s). Award Criteria: To be determined technically acceptable the Offeror must furnish technical information that demonstrates, through its proposal, the ability to meet all the requirements as stated in the SOW. Offerors must be registered in the CCR database to be considered for award. This announcement will close and proposals must be received no later than 2:00 PM Local Time on 7/28/2009.
