- Description
- This acquisition will result in a single award Indefinite-Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP) Line Items, for minor repair services and construction using negotiated procedures in accordance with FAR 15. The best value continuum source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15.101-1. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represent the best value after evaluation in accordance with the factors and subfactors in the solicitation.This acquisition is to establish an IDIQ contract for HVAC repairs at the Naval Air Station, Pensacola, FL. The scope of this contract is to perform repair, test and balance, alteration, demolition and minor construction for the following: -Chillers-Air Handling Units-DDC Controls-Pumps-Boilers-Condensers-Compressed Air-Exhaust fans-Duct Work-Related Equipment This contract may include replacement of equipment if repair of equipment is determined to be uneconomical and not in the best interest of the Government. The offeror will provide Line Item Unit Prices for various items pertaining to trouble-shooting, repairs and replacement of mechanical systems, and will submit a Price Schedule for a Base Year and four separate Option years. Work will be ordered on an "as needed/as required" basis. Each of the four (4) one-year Options may be exercised solely at the Government's discretion. The Contractor shall provide all labor, materials, supervision and transportation necessary to perform work as ordered by individual task orders. Time frames for task order completion are negotiated per individual task order. The estimated dollar range of task orders to be issued for this project is from $2,000 to $500,000 smaller or larger dollar value projects may be considered if it is determined to be in the best interest of the Government. The guaranteed minimum, to be satisfied at any time during the term of the contract, is $100,000. This contract will replace a contract for similar services and construction awarded in 2005 for an approximate maximum value of $1,250,000 per year for 4 years. The estimated maximum value for this contract is between $1,000,000 and $5,000,000 per year for the Base period and all option periods (if exercised). This acquisition will be solicited on an Unrestricted Basis. The NAICS Code for this procurement is 238220 and the annual size standard is $14,000,000.00. Large business concerns are required to submit a subcontracting plan prior to award of the contract. It is anticipated that the RFP will be posted on 29 July 2009, and the contract will be awarded in September 2009.
