Description
This requirement is for a five (5) year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the common control and display of various avionics equipment on various aircraft platforms. Each unique system being acquired is made up of several components including 6 x 8 Displays, 8 x 10 Displays, 4 x 5 Displays, Data Concentrator Units, System Control Panels, Cockpit Keyboard Units, Hands on Collectives & Sticks, Mission Equipment Computers, Data Storage Units, Power Management Units, Auxiliary Display Units, Common Control Grips, Transfer Video Storage Units, Video Conversion & Switching Units, and Ethernet/USB Switches. Each aircraft system does not necessarily contain all of the components identified above. The Government desires to procure either total systems or certain components of each system in the delivery orders to be issued. A quantity of 12 each systems/components are anticipated to be procured over the ordering period of the contract. Inspection and acceptance at origin. Minimum order quantity on first delivery order is five (5) each systems and specifically identified components. Component deliveries will commence four (4) months after contract award. All contractors who are interested in this procurement must have ruggedized equipment authorized for use on military rotary wing aircraft. All components must be able to interface with the various other components within each system. In addition, other avionics will be integrated into the system in the future; therefore, hardware and any internal software must allow for integration of the components. Delivery to Ft. Eustis, VA. Transportation charges shall be included in any quote provided. DFARS 252.211-7003 Item Identification and Valuation will be incorporated in resultant contract. The NAICS code is 541512 and the small business size standard is $23M. The Government does not own the specifications or drawings to permit full and open competition. Per FAR 6.302, intended source is Phoenix Avionics Systems LLC, Gaithersburg, MD, 20882, CAGE IYEE5. All interested firm(s) must be registered in the CCR database. The DPAS rating for this procurement is DO-A1. This announcement will close 28 July 2009. Any quote(s) is due no later than 28 August 2009. Responsible sources may submit a quote which shall be considered by the agency.
