- XTLF 10-1019 REPAIR OUTSIDE RUNWAY/OVERRUNS Notice to Offerors: Funds are not currently available for this solicitation. Award of a contract as a result of this solicitation is contingent upon the availability of appropriated funds from which payment of this contract may be made. There shall be no legal liability on the part of the Government or CSC for contract purposes until funds are made available to CSC by the U.S. Air Force. CSC will confirm availability of funds should an award of contract result. Offers received will be required to provide an acceptance date through December 31, 2009. Please take this in to consideration on both the impact to your bonding capacity and the unusual length of time your offer is required to be honored should funding be provided and contract award result. CSC Applied Technologies LLC (CSC) is contemplating the issue of solicitation IFB132B for XTLF 10-1019 REPAIR OUTSIDE RUNWAY/OVERRUNS. Offerors should consider the impact to their bonding capacity when considering bidding on this solicitation. Funds are not currently available for the contemplated solicitation and have not been promised or guaranteed. There shall be no legal liability on the part of the Government or CSC should funding not be provided. In the absence of funding no contract will result. This project contains asphalt mill and overlay, concrete removal and replacement that will be accomplished on an active airfield. Should funds be provided, to be considered for award of this project, a contractor must have satisfactory previous experience in the types of work contained in this solicitation on either a military or civilian airfield and have a successful track record performing the types of work contained in the project. In addition to prior successful performance the General Contractor will be required to perform 35 percent of the work contained in the project with their own workforce. This project basically consists of furnishing all labor, materials, and equipment necessary to replace deteriorated concrete runway pavement slabs, repair asphalt and concrete cracks, install new taxiway lights on taxiway F, and replace all concrete slab joints on Runway 35L-17R, as shown on the project drawings. Both the north and south asphalt-paved overruns shall be removed and replaced also. All work shall be in accordance with the plans and specifications. B. Specifically provide new asphalt and concrete pavement, lean concrete, and modified sub-base as required complete, which shall include but is not to be limited to the following additional items of construction such as subbase compaction, asphalt prime coat, reinforcing steel, dowels, tie bars, dowel baskets, materials, concrete placement, concrete finishing, curing, saw cutting, joint preparation, joint seal, pavement marking, edge grading, and sodding, etc. C. Exterior to the work area, black out existing taxiway F lines and paint new taxiway lines to clear the work area and to close the apron near the outside runway. D. Within all work areas clean and reseal all taxiway concrete joints in accordance with the plans. E. Within all work areas completely repaint all taxiway pavement markings after all work is completed, the Contractor shall be required to accurately layout and paint all new taxi lines required on the taxiway. Pavement markings are shown on the project drawings and are generally replacing the existing centerline markings and adding edge lines at the shoulders. Disposal of concrete rubble may be allowed on site. F. The Contractor shall protect the active runway, taxiway, edge lights, electrical power cable and concrete encased duct banks located across the taxiway area. The Contractor shall notify the Local Purchasing Office immediately when damage to any airfield lighting system or individual components occurs. The Contractor shall immediately have repair or replace said damage, by a qualified airfield electrical Contractor, in conformance with the latest edition of the National Electric Code, at no increase in contract amount.
