- Description
- The 10th Contracting Squadron, United States Air Force Academy(USAFA), Colorado, intends to award a sole source commercial contract to Bentley Systems, Inc for the follow-on purchase of upgrade to the current Bentley System and 15 each USAFA maintenance license renewals. This specific requirement includes the purchase of MicroStation and ProjectWise software, in addition to renewal of maintenance licenses. Bentley Systems, Inc. is the only source that can satisfy the Government's requirements. Authorization for Other Than Full Competition is in accordance with FAR 6.302-1(a)(2)(iii). The North American Industry Classification System Code (NAICS] is 511210 and the size standard is $25 million. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they can provide the maintenance and licensing must submit their technical data (2 pages or less) to support their claim no later than 22 July 2009, 12:00 PM, MST. The information must explain the company's ability to overcome the restriction of proprietary rights. The Government does not intend to pay for any information provided under this synopsis. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
