- DTFAWA-09-R-00043; Request for Proposal - SIR - Federal Aviation Administration (FAA) Procurement Conference In accordance with A.M.S.3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAAAMS), industry is hereby informed that the FAA has a contract requirement to provide conference services for the FAA Acquisition Executive's Annual Procurement Conference which include conference management, event planning, logistics, and communications to include audio visual technical support. The FAA Procurement Conference will be attended by approximately 341 contracting officers, contracting specialists, logistic management specialists, executives, managers, and team leaders. Locations recommended by the contractor will be considered and may be beneficial for cost savings or logistical reasons provided they meet the criteria specified in the scope of work. The Procurement Conference will be held in Nashville, Tennessee or New Orleans LA in November 2009. Attached is a request for Proposal (SIR) for the Contractor to provide conference services for the FAA Acquisition Executive's Annual Procurement Conference which include conference management, event planning, logistics, and communications to include audio visual technical support. This announcement is a Request for Proposal. This requirement is a SMALL BUSINESS set aside. The applicable NAICS is 561920 - Convention and Trade Show Organizer: The FAA is not seeking or accepting unsolicited proposals. FAA reserves the right to make a single award. The resulting contract will be a Fixed Priced type contract for five months. Interested firms are required to submit the attached Business Declaration form and completed copies of the request for proposal (SIR) as set forth in Section L. All proposal responses to this announcement must be directed to Eugene Kimbrough, Contracting Officer. Questions regarding the requirement will be received until 2:00 p.m. EST July 27, 2009 via e-mail to Deborah.Owolabi@faa.gov. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $500,000. For further information regarding the bonding and lending programs, please call the DOT Office of Small and Disadvantaged Business Utilization at (800) 532-1169. The FAA will not pay for any information received or costs incurred in preparing the response to the request for offer. Therefore, any cost associated with the request for offer submission is solely at the interested party's expense.
