- The project site is located in Randolph County West Virginia 10 miles south of Huttonsville near Kumbrabow State Forest. The construction site for the parking area is located at the Elkwater Fork Dam accessed from US Highway 219 via 2 miles of gravel-surfaced road (County Road 58). Access to the location of the safety boom and boat access-ramp sites will require accessing the site from the upper end of the reservoir by way of approximately 5 miles of County Route 58 (CR 58) from Monterville, West Virginia. The first 1.8 miles of CR 58 are gravel surfaced, but the remaining distance to the dam is unimproved and rough. Access to the upstream side of the dam is not available from the downstream side. The required construction work includes the following major work items and approximate quantities: 4,700 cubic yards of excavation; 3,100 cubic yards of earthfill; 170 feet of curb and gutter; 202 square feet of concrete sidewalk; one 30-inch diameter culvert; 170 tons of rock riprap; 228 feet of chain link fence; 2,240 square yards of geotextile fabric; 1,960 feet of silt fence; 150 tons of hot-mix asphalt (WVDOH Spec); 380 tons of crushed aggregate base; 685 feet of hiking trail; and a 650 foot safety boom. The project also contains other minor and incidental work items, including traffic signs, bollards, fish habitat improvements, pollution control, and two security gates. The project will provide an asphalt parking area below the Elkwater Fork dam; a small boat ramp and gravel-surfaced parking area at the upper end of the future reservoir; a lakeside hiking trail; a new wetland area; and minor improvements to the County Road 58 access road. The safety boom will stretch across the width of the future reservoir to deter boaters from getting too close to the face of the dam. Portions of the CR 58 access road are rutted, rocky, and steep with no gravel surfacing. Minor road improvements, as required for construction access, are required. These improvements may include grading, surfacing, drainage improvements, turnouts, and possibly the use of the appropriate equipment to tow or push other equipment to the site. The successful bidder will be responsible for getting all construction equipment, personnel, and materials to the work sites. Additional details for work are included in the bid schedule, design drawings, and construction specifications. The estimated price range for this project is $500,000 - $1,000,000. The required performance time is 302 calendar days, which includes a winter shutdown. The Invitation for Bid (IFB) will be issued on, or about July 30, 2009. A Site Showing will be held on Wednesday, August 12, 2009; the time and location will be specified in the posted Solicitation Package on July 30th.
