- NASA/ARC has a requirement for a digital light projection system (DLP) which willbe utilized to support the development, evaluation and demonstration of aircraftmodeling, adaptive control and flight management technologies. The projection system willprovide out-the-window visual cues for landing, take-off, and other pilot tasks requiringa visual display system.The vendor must provide a projection system that meets the following specifications:1. The system should be configured with a DLP projection system capable of providing anoverall aspect ratio of 4:3. The existing screen and supporting infrastructure will beutilized. The screen has a 120 field-of-view and dimensions resulting in a radius of~11.5 feet and an arc-length of ~24.1 feet. The screen height is 6 feet, while thesmallest distance from the screen to rear wall is ~9.0 feet.2. The projection system must provide for arbitrary blending regions; color correction;tonal balancing and quick reconfigurability. However it must not be restricted to aparticular model or brand of projector.3. System should be equipped with blending software package that can provide sub-pixelaccuracy, curved screen capability, and color matching capability, while also maintainingcompatibility with an existing rear projection screen. Thiscalibration/blending/correction software must also be compatible with the OpenSceneGraphAPI, running on Linux OS. 4. The overall system should have industry approval and the projection system withsoftware must be demonstrated to operate properly on an appropriate technological scalewithin the Neuro Engineering Lab. The vendor will be responsible for installation of thenew projector system.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-Line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.This notice is being issued as a Request for Quotations for a digital light projectionsystem upgrade of the Nueroengineering Lab located at NASA Ames Research Center.The provisions and clauses in the RFQ are those in effect through FAC 2005-33.This procurement is a total small business set-aside.The NAICS Code and the small business size standard are 334310 and size standard of 750employees respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Ames Research Center, Receiving Section, Building 255 is required within60 days ARO. Delivery shall be FOB destination.Offers for the items(s) described above are due by July 29, 2009 no later than 12:00 p.m.(noon PST) to Rafael Medina at Rafael.A.Medina@nasa.gov. Offers must include,solicitation number, FOB destination to this Center, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), taxpayer identification number(TIN), identification of an special commercial terms, an be signed by an authorizedcompany representative. Offerers are encouraged to use the Standard Form 1449,Solicitation/Contract/Order for Commercial Items form found at URL:http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (FEB 2007), Contract Terms and Conditions - Commercial Items is applicable. Telephone questions will not be accepted.Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Other critical requirements such as delivery,maintainability, cost, flexibility of the system to use alternate input sources, andtotal time of installation and delivery shall also be considered. It is critical thatofferors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), OfferorRepresentations and Certifications - Commercial Items with their offer.
