Description
THE US FISH AND WILDLIFE SERVICE IS MODIFYING A CURRENT PURCHASE ORDER 701819M243 ON A SOLE SOURCE BASIS. THIS IS A REQUIREMENT FOR SHIP REPAIR (NON-NUCLEAR). THIS SHIP THE "CAROLINE" A 63 FT VESSEL (DIESEL) IS CURRENTLY IN DRY DOCK WITH SOUTH COAST SHIPYARD INC, 223 21ST ST., NEWPORT BEACH CALIFORNIA 92663. THE VESSEL WAS INTIALLY ESTIMATED TO NEED ABOVE WATERLINE REPAIRS IN THE AMOUNT OF $15,183.50. AFTER BIDDING FOR THE INITIAL REPAIR WORK SOUTH COAST SHIPYARD HAD WON THE BID ON THE INTIAL REPAIRS. REPAIR WORK WAS NOT ANTICIPATED TO BE MUCH MORE THAN THE INITIAL AMOUNT. UPON HAULOUT/DRYDOCK, AND HIRING AN APPRAISER/EXPERT IN SHIP REPAIR, IT WAS DISCOVERED THE FOLLOWING REPAIRS ARE GOING TO BE NEEDED:repair bilge pump breakerreplace survey A.3 outlets mentioned with gfci outletsservice automatic fire extinguishersupply distress signal kitrepair non operational ship's hornsupply new epirb unitreplace with new, smoke detectorreplace with new, (2) carbon monoxide detectorsreplace with new, (3) bilge pumps, and wiringrepair fwd escape hatchremove existing fwd and side deck hardware; remove s.s. railing; remove side decks, remove fwd deck, remove portions of dissipated cap rail; treat, repair as necessary, substructure; saturate same with epoxy penetrant; lay in new marine grade plywood to fwd and side decks; grind tofair, fill, fair, same; apply unidirectional biaxial fiberglassto new deck plywood; fabricate, scarf in, portions of cap railpreviously removed; glass over same; primer new areas;paint with new nonskid, newly fiberglassed areas; reinstallpreviously removed hardware and railingsremove, replace with new, cracked port engine water hosesclean all battery terminal connectionsremove, replace with new, cracked generator exhaust hosesrepair vacuflush vacuum generator leaksremove, replace with new, corroded hydraulic hosesdisassemble, service, reassemble, (15) frozen open seacocksremove, replace with new, port, stbd, rudder packing sealsrepair leaking cockpit deck above exhaust hose fittingsremove exisiting pvc plumbing from water system; replace with non freezing materialinstall protective covers on engine room lightsremove all wire nuts throughout vesssel wiring connections, replace with proper wire crimpsremount loose electrical panelsrepair all loose and cracked connecting tabbing throughoutvessellet in new portion of cut member below main cabinremove, reseal swimstep bolts at transomthoroughly steam clean all bilgesdisassemble, clean, reseal, (7) raw water strainersprove bonding continuity throughout vessel, repair as foundmake stove operationalrepair fwd showerremove, replace with new, (4) port, stbd, cutlass bearingsremove, install new, bennett trim tab pumpheat, remove, frozen after cooler mounting studstap out corroded threads on after coolers and blower threads at mounting arearepair after cooler side plate fastener holesdisassemble air dam operating shafts, remove air dam plates, clean, reassemble, with new springsfabricate new mounting board for (1) rotted autopilot motormounting boardreconditioning of port, stbd, propellers; pitch, balancematerial cost for new pss shaft seals ( # 16)additional labor on shaft removal due to shafts being frozen in couplings ( necessary to heat, acid treat, nuts frozen in internal couplings )descale port, stbd, heat exchanger intake plumbing found.75% clogged; welding to leaking heat exchanger end coversgrinding, welding, polishing, of port, stbd, shafts at dissipated packing areas; refacing of couplingsgrinding, welding, polishing of port, stbd, rudder shafts atpacking area; and blade edges THIS VESSEL WILL BE SAILED FROM NEWPORT BEACH, CA TO KODIAK, AK LATE AUGUST AND IT IS CONSIDERED A SAFETY ISSUE TO NOT MAKE THE REPAIRS AS RECOMMENDED BY THE APPRAISER. IN THAT THE VESSEL IS ALREADY IN DRYDOCK AT SOUTH COAST SHIPYARD, PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED IN ACCORDANCE WITH NOTE 22. A MODIFICATION TO THE ORIGINAL PUCHASE ORDER WILL BE ISSUED 07/23/2009 FOR THE EXTRA UNANTICIPATED REPAIRS..
