- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain dredging services for the Waukegan Harbor, Waukegan, IL. PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for providing all necessary facilities, plants, labor, transportation, materials, and equipment to perform mechanical dredging to remove 70,000 CY of sandy material from Waukegan Harbor. The harbor will be dredged to -22.0' LWD (Low Water Datum) with 1' of overdepth allowed. Disposal of the material will take place off-shore, a mile south of the dredge area and with the option to place the material 8 miles north of the dredge area. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED to HUBZone small business concerns. The Classification Code for this procurement is North American Industry System (NAICS) 237990 with a small business size standard of $33.5M. The magnitude of cost for this construction project is estimated between $500K and $1M. The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from the Internet Site http://www.fedteds.gov. The IFB will be available at the above-mentioned Internet site on or about 20 March 2009. The due date for bids will be on or about 21 April 2009 at 2:00 pm CDT. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http//www.ccr.gov. The Government intends to award a firm-fixed price construction contract from this acquisition.
