- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. Title I, Part A, of the Elementary and Secondary Education Act (ESEA) provides Federal financial assistance to local educational agencies (LEAs) to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and State academic assessments. Section 1120 of the ESEA requires each participating LEA to provide Title I services to eligible private school children, their teachers, and their families. The contractor for this contract ensures ensure that eligible children attending private schools, their teachers, and their families in the 14 By-Passed LEAS in Virginia receive the equitable Title I services that the ESEA statute requires. The services are provided pursuant to the requirements in Sec. 1120(e) and Section 9504 of the ESEA. The target population is private school children identified by the contractor as failing or most at-risk of failing to meet challenging academic content and student academic achievement standards and who reside in participating Title I public school attendance areas in the bypassed LEAs in Virginia. This ARRA funding was specifically designated for the purpose described in the paragraph above. The current contract is specifically designed to provide these Title I services as outlined in the contract's Statement of Work. The Contract Number is ED-07-CO-0075 and the Contractor's Name is NonPublic Educational Services, Inc. This is a Cost Plus Fixed Fee Type Contract, which was competitively awarded in August 2007 with a base year and four 12 month Option Periods. This contract modification cannot be a fixed price line item as the contractor will not know the exact amounts they can expend in each LEA for instruction, professional development, or parent involvement until they review the Title I applications each LEA submits to the SEAs later in the fiscal year. This number of applications changes every year. Title I law requires that the contractor use the amounts in every bypassed LEA's annual application submitted to the SEA (State).
