Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed-price proposals for the following item(s) are being requested and a written solicitation will not be issued. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) has a requirement for acquisition program management support for the CBP Transportation PMO. CBP anticipates awarding a Firm Fixed Priced type contract, with a period of performance from the date of award for a full year and (1) one-year option period. The acquisition is hereby offered as a Service Disabled Veterans Owned Small Business set-aside. Personnel will work in Washington, D.C. The assigned North American Industry Classification System (NAICS) code for the procurement is 541611(Administrative Management and General Management Consulting Services); with a small business standard of $7.0 million. Technical Requirements: The contractor shall provide full time program management support, acquisition management technical support, and operational research and analysis support to the CBP Transportation PMO in the following areas: developing of program documents, to include but not limited to Concepts of Operations (CONOPS), Operational Requirements Document (ORD), Life Cycle Cost Evaluation (LCCE) and Logistics Support Plan. The contractor shall provide acquisition management technical support to include but not limited to developing of potential acquisition strategies, recommendations as to contract types, development of Acquisition Plan (AP), development of an Alternative Analysis or Analysis of Alternatives (AoA). The contractor shall provide operational research and analysis support to include but not limited to statistical analysis, trend analysis, and cost benefit analysis. The contractor shall provide cost estimating and analysis support to include, but not limited to obligation and expenditure planning and monitoring, spend plan development, and preparation of IGCE (Independent Government Cost Estimate). The contractor shall conduct other tasks, assignments and duties that are assigned. The experience and understanding of current Southwest Border transportation requirements is not required but is desireable. Personnel Requirements / Qualifications The contractor shall provide a full time qualified person to perform all requirements within the timeframes specified. All Contractor employees supporting this requirement shall also be citizens of the United States. The contractor shall be a certified DHS or DoD Or Agency Level III Acquisition Program Manager and have at least 4 years of experience as Program Manager or Assistant (Deputy) Program Manager for a Level I or II DOD or DHS acquisition program. This individual shall also possess a Masters degree in Business, Industrial or Public Administration. Evaluation Factors: Technical is significantly more important than cost. - Submit a plan or provide previous work examples to demonstrate the firm’s experience developing program documents such as CONOPS, ORD, LCCE and Logistics Support Plan. - Submit a plan or provide previous work examples to demonstrate the firm’s experience in providing acquisition management technical support in developing potential acquisition strategies, recommendations as to contract types, developing Acquisition Plans and Alternative Analysis. - Submit a plan or provide previous work examples to demonstrate the firm’s experience in providing operational research and analysis support to include examples of trend analysis and cost benefit analysis. Submit a plan or provide previous work examples to demonstrate the firm’s experience in providing cost estimating and analysis to include examples of developing IGCEs. The proposed personnel will also be evaluated in all the area’s in the evaluation factors above. Provide resume for your proposed key person demonstrating the requisite education qualification. Provide resume for your proposed key person demonstrating the requisite Level III Acquisition Program Manager certification. No electronic proposals will be accepted. Security A U.S. Customs and Border Protection Background Investigation will be required in performance of this contract. As per HSAR 3052.204-71 Contractor Employee Access (Jun 2006). A Contractor employee shall not begin working under the contract until the entire background investigation (BI) is completed with approval from CBP, Security Programs Division. Exceptions to this requirement will be handled on a case-by-case basis, and access to facilities, systems, data, etc. will be limited until the individual is cleared. Estimated completion of the investigation is approximately ninety (90) to one-hundred twenty (120) days from the date the completed forms are received in the Security Programs Division.
