- On behalf of the Office of Project Manager for Maneuver Ammunition Systems, the USArmy Contracting Command Joint Munitions & Lethality Contracting Center Maneuver Ammo Center at Picatinny Arsenal, NJ 07806-5000 intends to issue a Request for Quotation (RFQ) for two (2) each North Atlantic Treaty Organization (NATO) 40mm Low Velocity (LV) Test Fixtures and one (1) each Measuring Barrel Units packages (H&K No. 78113600) as well as four (4) each Measuring Barrel Units (H&K No. 78113000). These items will be used to conduct baseline testing in support of the standardization efforts of 40mm LV Ammunition. The required delivery schedule is 60 days after receipt of order (ARO). The type of contract contemplated is a sole source, firm fixed price purchase order to American Rheinmetall Munitions, Inc. American Rheinmetall Munitions, Inc. is the only manufacturer to own the data rights to this design, is already in production and has the capability to supply the necessary product in a timeframe that maintains the Governments schedule (in accordance with the authority at FAR 6.302-1(a)(2)(iii)). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received timely. The Government will make only one award as a result of the Request for Quotation (RFQ). The primary location for the performance of work under this contract will be at the contractors site. The Government will utilize the policies contained in Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The RFQ is planned for release on or about 15 days after publication of this notice and may be obtained through Federal Business Opportunities (FBO) and US Army JM&L Contracting Center Procurement Network PROCNET at http://procnet.pica.army.mil/. The award will consist of a base period of 60 days ARO with no option years. Award is anticipated on or about 11 September 2009. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
