- II. TANKVOY Boxes Vessel required: One U.S. or foreign flag, double hull, tanker with IGS and SBT capable of carrying a minimum 310,000 BBLS (about 39,018 LT) (intention JA1) clean petroleum products, in designated cargo tanks with double valve isolation. IN ACCORDANCE WITH THE CARGO PREFERENCE ACT OF 1904, PREFERENCE WILL BE GIVEN TO U.S. FLAG VESSELS. VESSEL SHALL MEET THE FOLLOWING MINIMUM PARTICULARS: •VESSEL MUST HAVE CURRENT VETTING APPROVAL FROM AT LEAST TWO MAJOR OIL COMPANIES •VESSEL’S AGE SHALL BE LESS THAN 15 YEARS FOR THE DURATION OF THE CHARTER. •VESSEL MUST HAVE A MINIMUM SOA OF 13 KNOTS •VESSEL MUST BE PARTY TO THE SIRE SYSTEM •VESSEL MUST POSSESS CURRENT ISM CERTIFICATION AND INTERNATIONAL SHIP SECURITY CERTIFICATE. •VESSEL MUST INDICATE SUPERCARGO CARRYING CAPACITY. (VESSEL MAY BE REQUIRED TO CARRY UP TO 12 ARMED MILITARY PERSONNEL FOR SECURITY REASONS. OWNER MUST PROVIDE LIFESAVING EQUIPMENT IN ACCORDANCE WITH SOLAS/USCG REQUIREMENTS.) •VESSEL MUST HAVE THE ABILITY TO CARRY ONE COMPLETE, UNDECANTED, TANK WASHINGS IN DEDICATED SLOP TANKS. •VESSEL MUST ARRIVE AT LOAD PORT IN A CLEAN, GAS-FREE CONDITION, AND BE READY FOR INTERNAL TANK INSPECTION BY QUALITY ASSURANCE REPRESENTATIVE. CONTRACTOR SHALL PROVIDE (OWNER'S ACCOUNT) A CERTIFIED MARINE CHEMIST TO CERTIFY TANKS SAFE FOR ENTRY FOR INTERNAL TANK INSPECTION BY GOVERNMENT / CHARTERER REPRESENTATIVE. •LAST AND NEXT TO LAST CARGOES CARRIED IN TANKS MUST BE A DESC APPROVED PRODUCT. CARGO CERTIFICATES MUST BE SUBMITTED TO THE CONTRACTING OFFICER AT TIME OF OFFER. •VESSEL MUST PROVIDE CERTIFICATES OF QUALITY FOR LAST AND NEXT TO LAST CARGOES. THESE CERTIFICATES SHOULD CONTAIN ALL TEST DATA REQUIRED BY SPECIFICATION FOR THE PRODUCTS THAT WERE PREVIOUSLY LOADED (LAST AND NEXT TO LAST). THEY SHALL BE SUBMITTED FOR EACH SHORE TANK AS WELL AS THE VESSEL TANKS AFTER LOADING (COMPOSITE SAMPLE). RESULTS OF “TYPICAL” ARE NOT ACCEPTABLE. ADDITIONALLY THE FOLLOWING ARE REQUIRED FOR THE SPECIFIC PRODUCTS MENTIONED: 1) NAPTHA/CONDENSATES: MERCAPTAN SULPHUR, REPORTED IN “PARTS PER MILLION” (PPM) OR “MASS PERCENT”, OR DOCTOR TEST (ASTMD 4952). 2) GASOLINE (MOTOR OR AVIATION): STATE WHETHER THE PREVIOUS PRODUCT WAS “LEADED” OR UNLEADED”. THIS IS NEEDED TO DETERMINE CARGO TANK “SAFE ENTRY” TESTING REQUIREMENTS. •IF A PRIOR (LAST AND NEXT TO LAST) CARGO CONTAINED A PERCENTAGE OF BENZENE, OWNER’S CERTIFIED MARINE CHEMIST MUST ALSO MEASURE TOXICITY FOR BENZENE CONTENT AND CERTIFY SAFE FOR ENTRY. •THE USE OF COPPER AND COPPER ALLOYS (BRASS, BRONZE, ETC.) IN VESSEL COMPARTMENTS, PIPELINES, HEATING COILS, FITTINGS, ETC. IS NOT PERMITTED IN VESSELS CHARTERED BY MSC TO HAUL PETROLEUM PRODUCTS, UNLESS VESSEL POSSESSES A CURRENT DESC WAIVER. •IF CARGO TANKS HAVE HEATING COILS, PROVIDE THE COIL TYPE OR COMPOSITION(SUCH AS STAINLESS STEEL, COPPER, ETC), DATE THAT THE HEATING COILS WERE LAST USED AND PRESSURE TESTED, AND THE RESULTS OF THE TEST (PASSED OR FAILED). VESSEL TANKS WITH COPPER OR YELLOW METAL COMPOUNDS ARE NORMALLY NOT ACCEPTABLE FOR JET FUEL CARGOES. •THE VESSEL MUST BE ABLE TO TAKE UPPER, MIDDLE, LOWER, BOTTOM, AND ALL-LEVEL SAMPLES OF THE CARGO (TO INCLUDE OBQ & ROB) WITHOUT CONTAMINATING THEM FROM THE SAMPLING LOCATION. ENSURE ANY ADJACENT TANKS ARE ALSO CLEAN AND GAS FREE. IF UNABLE TO DO SO OR IF THE SAMPLING LOCATION IS CONTAMINATED OR SUSPECTED TO BE CONTAMINATED, CHARTERER WILL REQUIRE OPEN SAMPLING ON A TANK BY TANK BASIS, CONSISTENT WITH SAFETY AND LOCAL TERMINAL REGULATIONS. •MUST PROVIDE CURRENT Q-88 with offer (no more THAN 60 DAYS OLD) •MINIMUM 10 TON CARGO HOSE HANDLING BOOM AT THE MANIFOLD •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO CALL AT OFFSHORE PETROLEUM FACILITY •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO PERFORM CARGO OPERATIONS PIERSIDE •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO PERFORM CARGO OPERATIONS AT ANCHORAGE •VESSEL MUST HAVE A MAXIMUM LOA OF 780 FT •VESSEL MUST HAVE THE ABILITY TO LOAD TO A LADEN DRAFT OF 39 FEET 08 INCHES WITH 310,000 BBLS JA1. 2. Cargo description: minimum of 310,000 BBLS (Intentions JA1) 3. Intended Loading Port/Place: BAHRAIN PORT RESTRICTIONS (WOG) MAX LOA: 820 FEET MAX DRAFT: 40.5 INCHES MAX DWT: 80,000 MT 4.
