- Description
- Synopsis: The Food and Drug Administration (FDA), Office of Acquisitions and Grant Services (OAGC), Division of Acquisition Operations (DAO) has a requirement for the development and validation of analytical methods. This requirement will be posted for full and open competition. This contract shall provide the Government with accurate, reliable, practical, validated Methods for Analysis in a wide range of metrics. This contract shall also, assist with obtaining and disseminate scientifically reliable information about Methods that can be used to support Government activities, including those related to public health as well as regulatory activities. Objective: Major objectives of this requirement are to provide the following: a. Accurate, reliable, practical, validated official methods of analysis for selected analytes (either present by intention or by contamination) in a wide range of matrices. b. Disseminate scientifically reliable information about the official method of analysis that can be used to support Government activities, including those related to public health as well as regulatory activities. c. To ensue that, within the scope of its business relationship with the Department of Health and Human Services, the contractor operates a results oriented quality management system that complies with the requirements of applicable standards. d. The contractor utilizes appropriate subject matter experts that are to be listed as key personal in individual task orders. e. To ensure the quality and timeliness of work products and services having significant performance impacts. f. Personnel involved in the development and validations of official methods of analysis (via individual task orders) are adequately qualified thorough education, training and experience). The NAICS code for this forthcoming procurement is 541712. The solicitation number for the procurement will be 09-223-SOL-00169 and the resultant award is expected to be a combination Labor Hour/Fixed Price (IDIQ) contract with a period of performance for (5) year. The requirements under the solicitation will be designated for Full and Open Competition. The RFP is anticipated for release on or about August 4, 2009. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. All responsible sources may submit proposals which shall be considered by the agency. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the solicitation nor any of its amendments.
