- SYNOPSIS: The Department of State, Office of Acquisition Management intends to negotiate a sole source contract to implement the global Bio Engagement Programs (BEP) in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements.” The contract will be awarded to the Douglass Implementation Partners, Inc. (ImPart), a small business. The estimated value of this effort is $2,957,796.00. The BEP provides specialized security assistance to address the threat of biological terrorism; program funding is centered on protecting pathogens and expertise from those with malicious intent and promotes the safe, secure and responsible use of biological materials and dual-use technologies in highest risk countries, world-wide. ImPart is composed of individuals that have managed highly specialized projects on biological security in countries such as Russia, Pakistan and Indonesia. These employees have established rapport with Russian, Pakistani, and Indonesian officials. ImPart is uniquely qualified to fulfill the specialized requirements of the BEP program, including technical expertise on biocontainment facilities, as well as unique knowledge of foreign counterparts, facilities, countries and regions where BEP operates. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION IS AVAILABLE. All interested sources must respond in writing with clear and convincing evidence to support their ability to perform this work within 15 days after posting. A determination by the Government not to compete this action based on the response received is solely within the discretion of the Government. Interested sources are defined as those companies owned by U.S. citizens and incorporated and located within the United States. These interested sources must also be registered in CCR as a small business under NAICS 541690. The Contracting Officer for this action is Kelly M. Bracey. The Contract Specialist is Reginald Smith.
