drawings Request for Quotation The USDA, Agricultural Research Service (ARS), U.S. Meat Animal Research Center (USMARC) needs to remove swine manure from the lagoon. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2001-24), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. This procurement is a small business set-aside. The NAICS is 562991. The Solicitation number AG6538S09AA13 is issued as a Request for Quotation (RFQ). It is required to remove swine manure from the lagoon shown on the attached drawing and apply to the fields shown at a rate as determined by owner after contractor sampling when lagoon contents are made into slurry. Manure slurry shall be transferred to the fields for application using pipe (umbilical cord) or by tanks. Damage to areas crossed by this pipe shall be repaired by contractor. It shall be applied into the soil using the direct injection method or spiked in. Sampling of slurry by contractor shall be done throughout removal process as a rate of one sample per 80 acres of application. Contractor shall follow all NDEQ (Nebraska Department of Environmental Quality) rules and regulations. Application rates to soil shall be dependent upon manure analysis and crop requirements. If needed, 252 acres of pivot irrigated corn and 33 acres of gravity irrigated oats can receive nitrogen application rates up to 220 lbs. /acre. The manure slurry will be directly injected. Brome pasture application rates are not to exceed 110 lbs/acre via spike injection. It is anticipated that nitrogen content will be 10-15 lbs/1000 gallons. The lagoon holds approximately 5,200,000 gallons of combined solids and liquid and has 2:1 slopes. It is believed that there is a solids level which is about 10' thick. Contractor shall protect roads and fields from excessive damage. A minimum of 3"-10" of manure shall be left on the sides and bottom of the lagoon structure to avoid digging into the original lagoon seal. Owner will provide water as needed to create slurry in lagoon. ADDITIONAL QUOTATION INFORMATION: Facsimile or email quotations are acceptable. Responses are due by 4:00 p.m. local time, on July 28, 2009 at the USDA, ARS, US Meat Animal Research Center, Location Administrative Office, State Spur 18D PO Box 166, and Clay Center, NE 68933. FAILURE TO SUBMIT THIS INFORMATION MAY RENDER THE OFFER NON-RESPONSIVE. The provision at 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. ADDENDUM TO FAR CLAUSE 52.212-2. Any resulting order will be issued to the company offering the best value to the Government, price and other factors considered. EVALUATION FACTORS FOR AWARD will be based on price and past performance. Offerors shall include a complete copy of the provision at FAR 52.212-3, Offeror/Representation and Certifications-Commercial Items (May 2004), with the quotation. USDA, ARS, US Meat Animal Research Center plans to award a single, firm-fixed price contract to the offeror whose quotation is most advantageous to the Government price and other factors considered.
