Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case when FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award the FY09 - FY11 MK 41 Vertical Launching System (VLS) production contract for the module electronics, Launch Control System (LCS) equipment, launcher support equipment, module electronics integration and testing, integration of GFE module structures, and Final Assembly and Acceptance Testing (FAAT) in support of DDG 51 new construction on a sole source basis to Lockheed Martin Corporation, Maritime Systems and Sensors, 2323 Eastern Blvd, Baltimore, MD, 21220. Lockheed Martin Corporation, Maritime Systems and Sensors is the only firm with the requisite expertise, knowledge, experience, and facilities necessary for the MK 41 VLS electronics and LCS equipment and associated equipment production. The requirements consist of the production of MK 41 VLS module electronics, LCS equipment, launcher support equipment, integration and testing of module electronics, integration of GFE module structures, FAAT, and production of Ordnance Alternation (ORDALT) kits, support equipment, interim support parts and equipment in support of CG and DDG modernization programs. The anticipated contract period of performance for this requirement will be from the date of contract award, March 3, 2010, through delivery of all hardware and services. Lockheed Martin is the prime contractor for producing the MK 41 VLS electronics, LCS equipment, and associated equipment and companies interested in subcontracting opportunities should contact Lockheed Martin Corporation, Maritime Systems and Sensors directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
