Description
SECTION C. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT We are looking for someone with the knowledge and capability as follows. The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the following Statement of Work/Specifications. STATEMENT OF WORK/SPECIFICATION I. BACKGROUND The Antarctic Marine Living Resources Convention Act of 1984 (Title III of Pub.L. 98-623, 16 U.S.C. 2431 et seq.) Provides the legislative authority necessary to implement, with respect to the United States, the Antarctic Marine Living Resources (AMLR) Program. The AMLR Program, which is managed by the Antarctic Ecosystem Research Group (AERG) at the Southwest Fisheries Science Center (SWFSC), provides information to the U.S. delegation to the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR), part of the Antarctic treaty system. CCAMLR is an international treaty between 25 nations that seeks to manage Antarctic fisheries with the goal of preserving species diversity and stability of the entire Antarctic marine ecosystem. In keeping with this objective, CCAMLR has designated areas of research that member nations are obligated to pursue. The AMLR Program has identified specific data sets that must be collected to respond to CCAMLR's research directives. In doing so, the AMLR Program supports the U.S. Government's commitment to CCAMLR. II. PURPOSE A. Overall Program Objectives The US AMLR program monitors a suite of predators, including Antarctic fur seals at a field camp at Cape Shirreff, Livingston Island, South Shetland Islands. It formulates management advice to CCAMLR. In addition, the Program conducts field and laboratory research designed to describe the functional relationships between krill (Euphausia superba), their predators, and key environmental variables. B. Specific Study Objectives The objectives of the research covered by this contract include the following: (1) To conduct laboratory analyses and sample preparation for milk collected from fur seal females, as well as from samples of prey items such as krill and myctophids. Methods are outlined in standardized protocol and include lipid extraction, transesterification of fatty acids and gas chromatography. (2) To assist in sample processing, data entry and file management of the data collected during the processing of the samples. The study objectives outlined above will take place at the Southwest Fisheries Science Center. III. CONTRACT TASKS A. Tasks: 1. Samples and Laboratory Processing: The Contractor will process milk and prey samples for lipid extraction, and will also be responsible for processing all milk and prey samples collected during the 2008/09 field season for lipid and fatty acid signature analysis. Additionally, the Contractor will analyze data using gas chromatography. The Contractor will be responsible for proper storage of any hazardous materials used in the laboratory. 2. Data Submission: The Contractor will be responsible for summarizing all of the collected as directed by the PI in La Jolla, CA. This task includes entry of all data into Microsoft Excel and/or Access spreadsheets and databases and a summary report at the end of the field season on the disposition of all samples, data, and files. 3. Laboratory analysis, La Jolla, CA: All sample processing will be completed in Southwest Fisheries Science Center laboratory. B. GOVERNMENT-PROVIDED AND CONTRACTOR-PROVIDED PROPERTY The Government will provide all scientific equipment and supplies needed, such as a gas chromatograph, a bomb calorimeter, glassware and chemicals for transesterification and lipid analysis, to complete the above-listed tasks. The Contractor will not need access to non-public information; the C&A requirement of clause 73 do not apply and a Security Package is not required. IV. REPORTING REQUIREMENTS AND DELIVERABLES: The Contractor shall provide copies of all data upon the completion of the laboratory work. The Contractor will complete and submit copies of all lipid content data and a summary of all samples analyzed for fatty acids by 31 October 2009. The Government does not provide insurance to the Contractor and under most circumstances is not liable for injuries suffered by the contractor during the performance of duties. VI. PERIOD OF CONTRACT: The contract shall begin 25 July 2009 and end 31 October 2009.
