Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with Bald Eagle Mechanical, Inc., 14525 Penderlea Court, Gainesville, VA 20155-4872, a 12-month contract to begin July 20, 2009 through July 19, 2010. Required services are as follows: Contractor shall perform maintenance services to include the use of orig. equip mfr. (OEM) equip./components for two (2) FuelMaker Natural Gas Pumping Stations & two (2) upright Storage Tanks specifically: Pumping Station No.1 Model No. FMQ10, Serial No. E00206D Pumping Station No. 2 Model Number FMQ10, Serial No. E205D Upright Storage Tank No. 1, Serial No. FF0311A Upright Storage Tank No. 2, Serial No. FF0312A; located at the N.I.S.T. Gaithersburg, MD campus in Bldg. 303, Motorpool Transportation Group Weekly on-site inspections of both stations are required. Contract Compressor head replacement as determined by manufacturers requirements, cleaning of the site and the regeneration of the dryers when needed is expected. Contractor shall replace the present fill hose with a two line hose assembly designed to vent the (cng) compressed natural cascade system which shall address all safety concerns and repair the number two unit setting fault codes. PERFORMANCE STANDARD: A. The Pumping Stations shall function according to manufacturers specifications and applicable controlling standards at all times during the maintenance period, unless maintenance or repairs are being provided. The system shall be able to safely deliver the fuel into the vehicles in an efficient and effective manner. B. Telephone support shall be available within one (1) business hr. & on-site service shall be performed within 24 hrs. of notification C. Field service reporting shall be applicable for documenting any on-site visits for maintenance/repair and routine inspections; each report shall include; name of service engineer, date of service, description of service required, description of service performed (including parts and labor), time log, and listing of expenses and charges (covered by the standard performance-based customer service maintenance agreement) ACCEPTABLE QUALITY LEVEL: A. Functional FuelMaker Natural Gas Pumping Stations consisting of two Pumping Stations and two upright Storage Tanks performing during the service period in accordance with generally accepted standards prevailing in the natural gas pumping station maintenance/repair industry applicable with downtime not to exceed 2% (7 days) per year B. Adequate response times not to exceed those stipulated under the above performance standard C. A properly completed field service report submitted to the N.I.S.T. monitor immediately after any routine inspection or maintenance/repair has been performed Based on NIST’s recent market research Bald Eagle Mechanical, Inc., is the only company that NIST is aware of that provides the required maintenance services for the natural gas fuel pumps and storage tanks located at NIST. This conclusion was reached after extensive research by a technical representative in the Transportation Group at NIST. The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide clear and unambiguous evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
