- The primary objective of this solicitation is to procure professional services for a comprehensive cultural resources overview, inventory, resource evaluation, and management plan report of findings for the Big Flats Plant Materials Center (the BFPMC). The Natural Resources Conservation Service (NRCS) anticipates that the resulting contract will provide the technical expertise (in history, archaeology, architectural history, ethnohistory and cultural landscape interpretation) required to fulfill identification studies conducted in accordance with Section 110 and Section 106 of the National Historic Preservation Act and implementing regulations in order to develop an inventory and evaluation report that documents the historic properties at a level appropriate to permit informed planning for the nature and scope of undertakings anticipated at the BFPMC. Specifically, the identification and evaluation (against National Register of Historic Places criteria) of historic properties for this cultural resources management plan shall be completed by historic preservation professionals who meet the Secretary of Interior’s Professional Qualification Standards for each category of historic property encountered. A firm fixed price contract will be awarded based on an evaluation of proposals received. Proposals will be evaluated based on Price, Plan of Work, Qualifications, Past Performance, and Quality control. Price being of less importance than the sum of the remaining factors.
