- Justification to use SANS as a Sole Source. The U.S. Coast Guard intends to have six individuals attend Training with SANS Institute for the following courses: SCOPE: 1- SANS MGT 512 Security Leadership Essentials for Managers with Knowledge Compression Course for two individuals in Virginia Beach, VA from Aug,30- Sep 3, 2009 2- SANS MGT 512 On-Demand for Security Leadership Essentials for Managers with Knowledge Compression Course for two individuals in Virginia Beach, VA from Aug,30- Sep 3, 2009 3- SANS v-Live! Security 508 Course from July 14- Sep 29,2009 for one individual 4- SANS MGT 512- Security Leadership Essentials for Managers with Knowledge Compression Course for one individual in Boston, MA from Aug 3- 7, 2009 HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a Cost Proposal by 12:00 pm, ET, July 27, 2009. Offerors can submit a faxed copy or email one copy of the quote transmismitted to Mohamed.Filali@uscg.mil and must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. Evaluation Criteria: Award based on lowest cost technically acceptable. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
