Description
NASA/LaRC has a requirement for one (1) each ZEN Upgrade and Installation, and one(1) each ZEN 2009 3D Module with two-day training on the LMS Exciter System.NASA/LaRC intends to purchase the on-site training and software for the Zeiss confocalmicroscope located at LaRC from Carl Zeiss MicroImaging, Inc. to support the AgingAircraft and Durability Program by enabling the determination of the topographical anddimensional features of samples prepared at the Center. This work is directed towardsdeveloping materials and processes to mitigate premature failure of adhesive bonds. Thegovernment-owned microscope is manufactured by Carl Zeiss MicroImaging, Inc. and they arethe only source that can provide the system software, 3D imaging module, and training forthis instrument. It would take substantial duplication of resources and time for anothersource to provide similar services, and this additional expense is not expected to berecovered through competition.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 21, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
