Description
Solicitation Number: M09PS00086 Renewable Energy Economic Evaluation Software PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 12. The Department of the Interior, Minerals Management Service (MMS), intends to competitively award a Purchase Order for the product entitled Renewable Energy Economic Evaluation Software. The Minerals Management Service, Procurement Operations Branch, is the contracting office for this procurement, and the resultant contract administration. All Vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The NAICS Code for this procurement is 423430-Computer & Computer Peripheral Equipment and Software Merchant Wholesalers. The Vendor must be capable of performing all of the requirements described below. The period of performance of the resultant Purchase Order is anticipated to be 60 months (Base plus 4 Option Periods), with an estimated cost range between $10,000.00 to $15,000.00 per year for an estimated total cost range of $50,000.00 - $75,000.00 for 60 months. Background Product Description: The Economics Division intends to acquire a commercial off-the-shelf software program to perform renewable energy project economic studies for offshore policy analysis. The software supplier would provide assistance with installation, program documentation, user training, software maintenance and technical support services. Minimum Mandatory Requirements for Technical Functionality Most renewable energy development anticipated on the Outer Continental Shelf will be for wind, although some wave and ocean current activity is expected. Quotes may be submitted for software designed to evaluate one type of renewable energy development, utilizing wind, wave or ocean current energy, or more than one of the fore mentioned types of renewable energy. Software technical functionality should include the capability to model: 1. probabilistic wind, wave or ocean current resource uncertainty, to account for diurnal, seasonal and annual variations, and to correlate variations with hourly electricity price fluctuations;2. multiple revenue streams such as electricity sales, other energy payments, capacity payments, renewable energy certificate or credit revenue, and payments for ancillary services;3. equity, debt-equity, tax equity and bond financing for project development, construction and operations, including features to simplify optimization of the financial terms to minimize the cost of energy;4. capital expenses according to any investment schedule and the entry of fixed and variable operating expenses;5. lease acquisition, bonus bid, rent, operating fee payments and financial assurance costs, as provided in MMS regulations under 30 C.F.R. Part 285, Subpart E Payments and Financial assurance Requirements, and6. internal Revenue Code requirements authorized by the American Recovery and Reinvestment Act of 2009 (ARRA) including production tax credits, investment tax credits and grants, as well as accelerated depreciation, allocation of tax liability and benefits among project owners or within partnerships, and multiple tax scenarios such that taxpayers could 1) apply net operating loss deductions from a project against income from other sources, or 2) carry over net operating losses until the deductions can be applied against taxable income from the project itself. The program shall provide a library of graphical forms and reports for production and economic data and information. Minimum Mandatory Requirements for General Operations The software shall interface with Microsoft Windows XP SP2, personal computers having Intel Core Duo CPU, 1 GB of RAM, 60 GB hard drive, DVD/CD +/- ROM, and support monitors having 1024x768 screen resolution and standard and color laser jet printers. The Government anticipates releasing the responses to any questions received on or before Monday, July 27, 2009.
